We are not the only ones who doubt the reliability of the information about the reasons for the discrepancy between the amounts in the register of payments for Arksbank and the actual amounts of deposits. I would like to note one more interesting fact. As a rule, when any kind of fraudulent schemes are discovered, various regulatory and law enforcement agencies publish information about what happened. In our case, there is complete ignorance and oblivion of what happened (in any case, we know nothing), no loud revelations, no names, no size of the hole in the balance sheet...

So, what are the consequences of what happened:

  1. Depositors understand that THIS can happen now when paying compensation to ANY bank. Perhaps this is an attempt to teach the so-called serial investor a lesson.
  2. A delay in the payment of insurance compensation by a month, taking into account the legal 14 days, leads to at least a loss of 1.2-15% per annum, which makes the search more profitable deposits meaningless.
  3. For a number of depositors, this story may even discourage them from bringing money to the bank.

Who benefits from all this? Firstly, large banks, first of all to our respected agent bank. After such shocks, many will want to leave their money with him.

Secondly, to the DIA itself, which will “spin” the money of Arksbank depositors within 1-1.5 months, and will also reduce further costs for paying future compensation.

Surprisingly, from our point of view, this story is not beneficial to the Central Bank, as it undermines citizens’ trust in banking system countries.

On August 2, the Deposit Insurance Agency begins paying insurance compensation to depositors of the capital's Arksbank, which has the Central Bank on July 19 of this year. Payments will be made through more than 300 Sberbank branches.

The investor can apply for payment of compensation either personally or through his representative, whose authority must be confirmed by a notarized power of attorney.

Insurance compensation is paid to the depositor in the amount of 100% of the amount of all his accounts (deposits) with the bank, including those opened for entrepreneurial activity, but not more than 1.4 million rubles in total. Compensation for business accounts can only be received to a similar account in another bank that is part of the deposit insurance system, and for ordinary deposits - also in cash. The amount not compensated by insurance will be repaid during the liquidation of the bank as part of the claims of creditors of the first priority (for individual entrepreneur accounts opened for business activities - as part of the third priority); You can file a claim against the debtor bank immediately at the agent bank branch. According to the account in foreign currency insurance compensation is calculated in rubles at the Bank of Russia exchange rate on the day of license revocation. If there are counterclaims from the bank to the depositor, their amount is deducted from the amount of accounts (deposits) when calculating the insurance compensation, but the counterclaims are not repaid.

Let us note that in the message about settlements with Arksbank depositors, the DIA did not provide, as is usually the case, an assessment of the volume of payments in accordance with the register of bank liabilities. Earlier on Monday, the Central Bank reported that Arksbank management carried out off-system accounting of accepted deposits and falsified data on the amount of real obligations to individuals, and all this happened under the conditions of restrictive measures imposed by the regulator. In addition, accounting and other documentation on the bank’s assets and liabilities was not transferred to the provisional administration.

The DIA clarifies that for now it is paying compensation for deposits in accordance with the register of obligations of the credit institution, which is currently formed on the basis of data accounting and official reporting of Arksbank received by the Central Bank.

However, in the event of disagreements regarding the amount of compensation to be paid or the incomplete amount of the deposit, or related to the lack of information about the depositor in the register, the depositor can submit a statement of disagreement to the agent bank for transmission to the DIA or independently send such a statement to the agency by mail with attached copies of existing primary documents, confirming the validity of the depositor’s requirements (agreement bank deposit/account, receipt cash order etc.), as well as copies of your passport. In this case, depositors will be able to immediately receive compensation in accordance with the original register, and after consideration additional documents- the remaining amount. Applications will be considered in the order they are received, with mandatory informing of depositors about the stage of their consideration on the official website of the DIA and via SMS.

Arksbank depositors met with the director of the DIA bank deposit insurance department, Alexey Abramov, after a picket near the building of the state corporation.

Abramov stated at the meeting that as of today, 4 thousand Arksbank depositors have received payments. In total, about 28 thousand depositors of the credit institution submitted documents to the DIA to receive compensation. Currently, payments are being made to those who submitted an application to Sberbank, the agent bank for payment of compensation, on August 2.

“Currently 1,350 applications are in the temporary administration of Arksbank, we hope that payments on them will go out tomorrow,” Abramov noted.

According to him, on August 2, 10 thousand people submitted applications to Sberbank. By August 24, the DIA plans to pay off deposits with depositors who contacted Sberbank on August 2. As for Arksbank’s off-balance sheet depositors, they will receive the real amount of their deposits as compensation, Abramov assured.

“We can start paying only on the basis of the deposit documents that you yourself provide to us, and not the bank. Don’t worry, we will restore the deposits according to your documents,” Abramov reassured the depositors present.

He noted that the Central Bank is already making efforts to improve control over the registers of bank deposits and will try to prevent a repetition of the schemes that took place at Arksbank.

« Arksbank is a new generation financial schemes, which neither we nor the Central Bank have encountered so sophisticatedly. But now we know about it and are working on it,” Abramov admitted.

The DIA will complete operations on Arksbank in one and a half to two months, Abramov said. “No one has received a refusal to pay, and if someone writes on the Internet that they have received a refusal, then, I emphasize, this is a lie,” he said.

At the same time, those who gathered for the picket organized a collection of signatures for an appeal to the President of Russia and the Prosecutor General’s Office. “We were all deceived and were not included in the register. We want people there to know about this fraud,” said one of the picket participants.

For her part, the representative of the initiative group of Arksbank depositors, Tatyana Krutokhvostova, said that the meeting of Arksbank depositors at the DIA is not in the nature of a rally. “Our most important task is to provide information to investors. At the same time, the Agency was faced with cases of duplication of received statements of disagreement with the amount of insurance compensation. This significantly complicates the work of the Agency, slows down the speed of processing documents and, accordingly, making decisions on making changes to the Register. In this regard, the Agency asks the Bank's depositors to refrain from submitting duplicate statements of disagreement with the amount of insurance compensation without appropriate written requests from the Agency.

At the end of the first half of 2016, Arksbank ranked 265th in terms of assets in the Interfax-100 ranking. In terms of the volume of funds from individuals, the bank ranked 212th (3.95 billion rubles).
