Happening at our construction site lawlessness, arbitrariness, blackmail, extortion and threats towards equity holders, both from the developer and from local authorities. The houses have not been rented out for several years - the Developer constantly promises to hand over the houses in 2 months. So that people would not be very indignant, the Developer allowed everyone to make repairs and move in, assuring people that he would bear the costs for temporary communications himself until the houses were handed over. On this moment our 17-storey buildings look like this: building 16 - fully occupied - from communications - light and cold water on a temporary hut, there is no heating. Building 15 - about 30 apartments live and make repairs, elevators are not even turned on there, there is only light and cold water, there is no heating. Building 14 is not completed yet. Building 17 - they started building without a building permit, the permit was recently received, only one floor was built in the house in a year. The construction is moving extremely slowly - the workers are practically invisible, because no one was paid the promised money and almost everyone quit. To rent houses, you need to connect a gas boiler room and your own transformer substation, as well as your own water intake. The developer decided to forget his promises regarding the maintenance of the houses and absolve himself of the obligation to pay for the temporary consumption of resources from the village and brought to the construction site a certain company Clean-Air LLC, which called itself the Management Company, without even having a license at that moment and began to extort money from equity holders for the use of resources demand to sign contracts with them, issued an estimate for a communal apartment in the amount of 50 rubles per meter(everyone in our area has 27 rubles). Some equity holders who did not have the relevant knowledge of the law signed contracts with them and paid immediately for 4 months in advance (this was the requirement of Clean Air). Other equity holders refused to sign, citing Housing Code - article 153 - until the houses are handed over, all expenses for their maintenance are borne by the developer. Shareholders began to write complaints about the illegal actions of the Bemako Group developer and the newly-minted Klin-Air management company to all regional authorities, the Governor, the President of the Russian Federation, Gosstroynadzor, Goszhilinspektsiya and many more. The administrations of the district, the Administration of the Settlement and the Administration of the Moscow Region sent replies in which they instructed someone to take control, or wrote that the Developer had good reports on construction and no violations were found; Yakunin A.V. wrote that we were obliged to pay; The prosecutor's office of the Solnechnogorsk district denied our appeal, without explanation. Only the Ministry of Construction replied that the actions of Klin-Air are illegal and in case of extortion and threats from their side, equity holders need to contact the relevant authorities. Clean-Air, represented by its general director Natalya Eremina, began to turn off electricity and water to people already living (many children and people of retirement age live in our homes). For days, people sat without electricity, not being able to even heat their own food. Someone came home a week later and found colored puddles on the floor from leaking refrigerators. Employees of the Criminal Code shouted to be given the keys to the vestibule doors on the stairwells, which the equity holders installed at their own expense. In case of disobedience, they threatened to cut down the doors we bought with a grinder. In the application, as evidence, there are photographs with threats from the bulletin board of the Criminal Code from the entrance. On August 15, 2015, a meeting was held in the Public Chamber of Solnechnogorsk, where the following were invited: Denisov Yu. Construction Supervision, Housing Inspectorate, Public Chamber of Solnechnogorsk, Initiative Group of Shareholders, Solnechnogorsk TV STV. At the meeting, the Developer stated that he had concluded only an oral agreement with Klin-Air, that the disconnection of communications in the house was arbitrariness Management Company that they will return the money collected from equity holders. Defiantly after that, the representative of the Criminal Code left the hall. Now the Developer wants to sign an additional agreement with us on the delivery of houses with temporary communications and on the payment of consumed resources. Everyone understands that by subscribing to this, we will lay communications at our own expense and, having removed the responsibility for maintaining houses from the Developer, our houses will never surrender - now he has at least some reason to hand over the houses and bear the burden of maintaining them. The representative of Gosstroynadzor Burmashchev Yu.V. in a raised voice accused the Shareholders of all sins, was indignant why the Shareholders were outraged by the failure of houses and said that they themselves were to blame - “When you buy a new building, you should know that there will be problems.” He also said that he had seen many houses, but he had not seen such terrible ones as ours. That this is not the fault of the developer, builders, cheap materials and non-compliance with construction rules, but that the equity holders themselves brought the houses to an emergency state in 2 years (cracks in the houses, falls off brickwork, there is water in the basement). The State Housing Inspectorate said that equity holders do not have the right to live at a construction site and we should be grateful to the developer that they let us live there. Everyone around defended the developer, made equity holders guilty. Immediately after the meeting, an announcement was posted at the entrance, where it was written that at the meeting it was decided to evict the equity holders already living or making repairs from buildings 15 and 14(in fact, there was not even talk of eviction at the meeting, there is a video recording of the meeting, which can be requested from the editorial office of the STV channel) Why do people pay money, now they are incurring losses by renting housing and at the same time they have become powerless, without property, expelled from their own homes risking being robbed during the eviction, and even guilty of everything? Why no action is taken against the Developer and no one is blaming him? Interest-holders went out on a picket on 08/11/15, demanding the surrender of houses, interest-holders went to a rally "Against the construction mafia and the connivance of officials" on 08/15/15, interest-holders knock on all doors, but all doors are closed to them. On the phone, the representative of the Criminal Code said that the war requires money, but they have more money and they will win the war (there is a telephone recording). So is it really? Why did our appeal to the Solnechnogorsk District Prosecutor's Office become a refusal? Why are officials of the Moscow region inactive? Why are we being evicted, intimidated and not afraid of punishment? Why the developer does not rent houses(he has 12 of the same construction sites, houses were commissioned in only one residential complex)? All construction sites follow the same scheme - they build boxes, do not connect them to communications, sell these boxes, and then they bring in the management company, which collects money from people for an object that has not been handed over. What do equity holders need to do to finally hand over their houses? Social tension is growing. People are now ready for anything - we are being evicted from our homes, we are not connected to the boiler room, our children will simply freeze in winter, and we have nowhere to go. We will live in tents near the house, if necessary. We ask you to publicize our problem. Maybe in this case, local officials will start to act somehow in order to keep their seats. Conspiracy theory? Everyone in the share, except for equity holders? The journalists of the Solnechnogorsk television told us that there had never been any complaints from us in the District Administration .... And for officials, we now, apparently, simply do not exist.

In response dated 07/20/2015, the prosecutor's office ordered the head of the Solnechnogorsk district, Yakunin A.V. report the results of the audit and decision. To this day there have been no replies. We know that equity holders of other construction projects in Denisov, economy class housing also wrote constantly to the prosecutor's office of the Moscow Region. (LCD Pavlino, LCD Litvinovo, etc.) Everyone is idle. Isn't it clear that the scheme for building boxes, collecting money and not connecting communications (the most expensive in construction) is a construction fraud? For some construction projects, the Developer declared itself bankrupt, but continues to win tenders in the Moscow region and start new construction projects. Denisov Yu.V. starts under a new name. Why is everyone around silent? People are simply robbed, deceived, they take the last money from those who cannot buy housing in Moscow, and the prosecutor's office of the Moscow Region is also inactive. We wrote there they didn’t even bother to answer us, just like in the prosecutor’s office of the Solnechnogorsk district to a collective appeal three months ago. Is defending human rights and cutting down the construction mafia out of fashion now? Do the real estate investors of Denisov need to unite and go on a picket to the Kremlin walls in order to be noticed? I am writing to Moscow, because in the field of power they try not to see obvious swindlers. I hope you take note of the letter and take action. The long-awaited permission to put into operation building 16 of the residential complex "Berezki" (Zhukovo) was received on the last working day of last year. Prior to this, residents lived for several years in a house that was actually not rented out. There were interruptions in electricity, water and heat in the apartments. Shareholders of the project did not sit idly by, constantly reminding themselves of themselves at protests. But the noise around the long-term construction really arose after one of the participants in the initiative group of equity holders entered the open transformer booth and received numerous burns - the media assured that he wanted to turn on the switch on his own, the victim himself explained his actions by simply wanting to close the door of the booth . One way or another, this story, which happened in the early summer of 2016, received wide publicity. The main owner of Bemako Group, Yuri Denisov, said in those days that the 16th building would be commissioned in July 2016, and the 15th building in August.

The 16th building, as we have already said, was commissioned six months later. The 15th Corps, despite its almost complete readiness, has not yet been surrendered. At the last January meeting with equity holders, Yuriy Denisov said that it would be technically easier to commission the 15th building together with the 14th, which, judging by the information on the project website, is 79% ready.

Sales from the developer in all three houses almost completed. There are apartments in building 17 on the market, the delivery of which is scheduled for the first quarter of 2018 (it was originally planned to be completed in mid-2017). The choice of free space in the house is great - people are in no hurry to purchase housing in a project with a dubious reputation. In January 2017, Yury Denisov complained to equity holders that only 10% of the apartments had been sold. In the same month, both equity holders and journalists recorded that the construction of the house was frozen at the level of the 6th floor. Delays and freezes have occurred and continue to occur at other facilities, the construction of which is carried out by companies led by the managers of the Bemako Group: the main founder Yuri Denisov and the general director Yuri Spichak.
