After latest changes in teacher certification, which will be introduced in 2018, messages and comments from dissatisfied teachers appeared on forums and websites. What is planned to change and why educational workers consider themselves insulted, we will look further.

Not long ago, Deputy Rosobrnadzor Anzor Muzaev told media representatives that next year it is planned to adopt a new model for teacher certification. According to him, such measures are aimed at reducing the number of weak teachers and increasing their level of qualifications. The results of the VPR checks, comparison of Unified State Examination grades and grades in schools and in classes shows that some teachers inflate grades, in other words, they do not correspond to the actual knowledge of students. This phenomenon is especially observed in the provinces. Muzaev believes that the reason may lie in the teacher’s lack of awareness and limited knowledge.

The new form of teacher certification in 2018, according to the official, is being developed jointly with the teaching staff, which will eliminate mistakes when drawing up tasks to test the professional suitability of teachers. The new model for checking educational workers will consist of three main blocks:

  1. Checking the level of knowledge on the subject.
  2. Checking psychological characteristics.
  3. Testing teaching skills.

This approach will allow us to determine not only the teacher’s level of knowledge, but also his ability to present material, find a common language with children, and so on. So far, there is no information about the form in which the testing of knowledge, psychology and pedagogy will take place, since the schemes and method have not been fully developed, and the proposed options cause outrage among employees of the educational sphere.

Weaknesses of the new form of teacher certification in 2018

It is known that new certification of teaching staff will be carried out every 4 years from 2018. Previously, Rosobrnazdor stated that inspections should be carried out more often - every 2-3 years, but so far this proposal has not been implemented.

Despite the fact that for now new model teacher testing has not been approved and is in the process of being developed, a wave of indignation is sweeping the Internet and through schools. Here are the main points that cause dissatisfaction among teaching staff:

  1. Teachers are asked to write an essay that will evaluate their horizons. The question arises of who will check their work and by what criteria. It is possible that the assessment will be biased and the requirements will be significantly inflated. It is also possible that the essay will be replaced by the KIM (like the Unified State Exam). It will include both general and specific questions on the subject.
  2. It is proposed to check psychological characteristics based on an analysis of the teacher’s video lesson. But technical difficulties arise, since the video should not be shot on a phone or other gadget, but made by a professional. But this requires financial costs, as well as permission to film from all the students’ parents, which is basically impossible.
  3. Confirmation of pedagogical suitability from a legal point of view can be challenged in court, since the presence of the necessary skills is indicated by a document (diploma) received after completing a higher education educational institution.

A similar situation with testing skills affected drivers. After officials introduced a mandatory retake of the test and testing of driving skills when exchanging driver's licenses. Drivers managed to prove in court that they had already passed such a check when passing the exam before obtaining a license. It is possible that the situation will repeat itself and teachers will be able to defend their rights.

What will happen to teachers who do not pass certification in 2018?

Since the certification of teachers in 2018 will become stricter and it is possible that not everyone will be able to pass it, a natural question arises about what will happen to those. According to Anzor Murzaev, teachers will not be fired or punished, since the goals of the changes are completely different - the formation of highly qualified teaching staff with a high level of knowledge. The more a teacher knows, the more knowledge he will be able to pass on to his students.

Teachers who fail to pass certification will be sent for advanced training. Such an approach will make it possible to get rid of weak employees in the educational sector, but not through dismissal, but through training. Rosobrnadzor emphasized that teachers have nothing to fear, and new changes will take the education sector to a new level.

Certification of teaching staff for 2017-2018 represents a completely new vault rules, regulations and charters, and the whole process is carried out and carried out in two stages, each of which has its own characteristics and characteristics. For example, at the very beginning, the teacher will definitely have to demonstrate and show all his professional suitability. But only then the teacher needs to prove the right to acquire the declared category.

The only thing that remains unchanged is that the decision is made based on the results of a special commission, which evaluates the level of competence of a given teacher.

Types of certification.

As mentioned above, the process of certification of teachers has a small variety and classification. This is mandatory and voluntary certification, which differ significantly from each other.

  • Firstly, mandatory certification. This type implies mandatory certification for all employees without exception. It is worth noting that in 2018 it will take place in accordance with all the innovations that were introduced and implemented in 2017. It is worth saying that all those teachers who began their labor activity directly in 2015, also those teachers who have just returned from maternity leave do not fall under it, even though the previous period has already expired or is about to expire. Moreover, those teachers who for some reason have not worked during the last 4 months can also refuse certification with completely legal rights.
  • Secondly, it is voluntary. This type involves direct certification for everyone who wants to improve their qualification category ahead of schedule. The main objective of this certification is to create stimulation for professional growth among those teachers who really need it. If you want to become a participant in this type of certification, then in 2018 you need to write and submit a corresponding statement of your desire and intentions and, of course, send it to the director educational institution. As a rule, the application must be considered within one month, but no more. If the answer is positive, then a special commission is assembled, which will decide the future fate of the teacher. According to the law, the entire certification process takes no more than 2 months. If for some reason the teacher does not agree with by decision certification commission, then he has the right to convene another commission capable of resolving this dispute, or go to court.

The whole point of teacher certification

Certification of teaching staff is a state-defined form of periodic (every 5 years) inspection of educational workers for the competence of their positions and compliance.

The “microscope” of certification includes the labor and special ability of a teacher to efficiently perform the functions assigned to him. During certification, it is determined not only the suitability of the position held by the person being certified, but also the increase in the professional level of the individual employee.

Not least in the peculiar list of goals for teacher certification is the assistance of a teacher or teacher to the administration of his educational institution in improving the selection and formation of personnel, as well as in improving the placement of personnel.

Who conducts the certification

To certify teaching staff, a certification commission is assembled, which is independently formed by the educational organization.

The commission must include the chairman and deputy chairman of the certification commission, as well as the secretary and members of the commission. If there is an elected body of the corresponding trade union organization, the commission also includes a representative of this body.

In other words, the certification commission is formed from employees educational organization, where the certified teacher works and representatives of collegial governing bodies provided for in the charter of the institution.

Who does not need to undergo certification in 2018

It is worth noting that there are two types of certification of teaching staff:

  1. Mandatory certification to confirm compliance with the position held;
  2. Voluntary certification at the request of the teacher to establish the first or highest category of qualifications.

The following employees of an educational institution are not subject to certification in order to confirm their legal capacity to hold a particular position:

  • with assigned qualification categories;
  • holding a position in the organization where the certification is carried out from 2015 and later;
  • pregnant women;

  • located in maternity leave for pregnancy and childbirth;
  • those on maternity leave to care for young children until they reach the age of three;
  • staying on sick leave for more than four months in a row.

How to get certified

Passing certification as a teacher is a responsible and very labor-intensive task. If previously only an application was required from the teacher, now responsibility for the registration process for certification has fallen entirely on the shoulders of the educational organization in which the certified person works.

Documents for certification:

  • application signed by a teacher;
  • if the teacher has previously passed certifications, a copy of the results of these certifications is needed;
  • a copy of a diploma of higher pedagogical education or secondary vocational education;
  • if a qualification category was previously obtained, a copy of the relevant document certified by the head of the educational organization is required;
  • if necessary, you need a copy of documents confirming the change of surname;
  • reference (detailed) from the place of work or a covering letter, allowing you to confirm the level of competence of the teacher and his professional activity;
  • information card with the results of professional activities for the inter-certification period.

Those teachers who want to undergo voluntary certification for advanced training must, in addition to the documents outlined above, also provide electronic media (two copies) with two videos of classes during the inter-certification period.

Acceptance of documents for certification of teaching staff in the 2017-2018 academic year will begin on July 17, 2017. Documents can also be sent electronically.

The military personnel of our country are far from indifferent to the issues of indexation of pay in the near future, in particular, next year. According to estimates in the media, the issue of indexing military pay in 2017 affects about 10% of the Russian population (military personnel and family members).

What will happen to military pay in 2017—what indexation is expected?

Based on Federal Laws No. 68-FZ dated April 6, 2015 and No. 371-FZ dated December 14, 2015, there will be no indexation of official salaries for military personnel in 2016. The government explains this by saying that financial support budget expenditures and current economic situation do not allow indexing.

In the same time this law does not prohibit regions from raising salaries for officials from local budget, and military personnel receive monetary allowance only from federal budget. The State Duma’s own opinion on budget formation and indexation can be judged on the basis of the discussion of the draft law set out below.

An assumption about the indexation of military pay in 2017 can be made based on the nature of the discussion in the State Duma about indexation for 2016. Hearings on this issue took place in November 2015.

  1. With a report on the project federal law, suspending the indexation of salaries for military personnel, spoke on behalf of the Government of the Russian Federation, Deputy Minister of Finance A. M. Lavrov. He noted that the meaning of the presented draft law provides for the abolition of indexation of salaries for military personnel in 2016, since the Government does not have the ability to do this. The Government of the Russian Federation requests to extend the suspension of indexation of pay for military personnel for 2016. Therefore, the government asks to approve the proposed project. It is interesting that in 2014 and 2015, the abolition of indexation was also considered a temporary measure.
  2. A co-report was made by V. A. Kazakov, United Russia faction. He said that the draft law under discussion does not imply a waiver of the state’s social obligations and provides an opportunity to index the military’s pay in 2017. Its value will be determined by the Russian Government based on the real increase in prices for consumer goods in 2016. Therefore, the relevant committee of the State Duma also asks to approve the draft law under discussion.

It seems that the State Duma has already forgotten about the inflationary losses over the previous two years.

The speaker was asked a question by deputy A. N. Sherin, LDPR faction. He recalled that it is impossible to compare the salaries of judges, who can wait to increase their salaries, and military personnel, whose wages are significantly lower. Deputy T. N. Moskalkova (“A Just Russia”) asked to clarify the amount of savings from the suspension of indexation. It turned out that if the bill is approved, about 90 billion rubles will be saved. Compare this amount with more than one trillion rubles not spent state corporations in 2015.

Deputy N. F. Ryabov (Communist Party of the Russian Federation) asked a clarifying question that the Government, knowing about the suspension of indexation of military pay for 2015, proposes to cancel indexation in 2016. The speaker replied that the pay for military personnel is higher average salary in economics. Position of parliamentary factions

Moskalkova T.N. voiced the position of the “A Just Russia” faction. Its meaning is as follows:

  • suspension of indexation means a reduction in military pay by 11%;
  • such a policy will lead to a sharp decline in the standard of living of military personnel and their families;
  • approval of the bill will lead to negative social consequences;
  • faction is against the adoption of this bill.

Sherin A. N. emphasized the importance high level professional training of military personnel. Moreover, he pointed out that wage for military personnel has not increased since 2012. In subsequent years, official salaries were not indexed or increased. At the beginning of 2015, the chairman of the relevant committee made a promise that military personnel would have their salaries adjusted to inflation. Nothing promised has been fulfilled.

As a result, United Russia voted for the adoption of the draft law abolishing the indexation of military pay in 2016. The remaining factions in the State Duma voted against it.

Does Russia need a professionally trained army? The answer is obvious: yes, it is needed. It is clear that this army must be in constant combat readiness. Its level depends on many factors, including funding for the development and production of new types of equipment and weapons, for conducting exercises, medical service, allowances for military personnel and more. The moral and psychological spirit of soldiers, officers and their families, and the readiness to honorably fulfill military duty at any time, depends on this.

I would like to hope that military salaries will still be indexed in 2017, and bills and proposals for a temporary or permanent suspension of indexation of military salaries in 2017 will not be accepted for consideration in the State Duma.
