People who ensure the country's military security earn an average of 45,300 rubles. In 2018, military salaries increased by 4%. The average pay for a private reached 25,000 rubles, for non-commissioned officers - 45,000 rubles. What does the military salary consist of?

In 2019, military salaries will be raised by 4.3%, which will increase average income up to 45,370 rub. Over the past 5 years, military salaries have been increased only twice: in 2012 by 2–3 times and in 2018 by 4%.

Will there be an increase in military salaries in 2019?

Military personnel are one of the most socially protected categories of Russians. This is precisely the opinion that most officials held for a long time. The basis for such conclusions was an expanded package of benefits and a program to provide affordable housing for the military. Definitely, the military’s income is an order of magnitude higher. But few people thought that the salaries of the defenders of the Fatherland depreciate every year without indexation.

According to deputies of the Defense Committee, military salaries have “fell in price” by 46% since the last significant recalculation of payments in 2012, and purchasing power has fallen by 60%.

The President’s instructions, which stated that military personnel’s salaries should not be lower than the average wages of workers in leading sectors of the economy, which include the oil and gas industry, are also not being observed. financial sector.

To provide the military with a decent salary, at the end of 2017, the Ministry of Defense developed 2 options for indexing pay (specific numbers were not advertised).

However, in the final document, approved by the Ministry of Finance, the opinion of the relevant committee was not taken into account. But it became known that for 3 years, military salaries will be increased annually by an amount exceeding the inflation rate.

In 2018, salaries for positions and ranks were indexed in January by 4%, for which an additional 67 billion rubles were budgeted.

If indexation continues, expenses will have to increase by 83.9 billion rubles. in 2019 and by 148.4 billion rubles. in 2020. The fact that the salary increase for military personnel will still take place in 2019 was also announced by Tatyana Shevtsova, Deputy Minister of Defense, during a conference call in March 2018.

How much will the salary increase?

Based on statements by the Deputy Minister of Defense, the news was circulated online that the salary increase for military personnel in 2019 will be 4%. However, the resolution states that annual recalculation will be carried out based on the actual amount of inflation.

Therefore, a 4% increase in payments can only be called a planned floating indicator, conditionally tied to the amount of inflation, which usually does not exceed this value.

According to the draft state budget for 2019, military salaries will be increased by 4.3%; in a year this figure will be approximately 3.8%. The final figures will be known after the 2019 budget is approved.

The increase will affect, first of all, monetary allowances in terms of salaries for positions and ranks. The size of the allowances in relative terms will remain unchanged. But if we take into account that all increases for length of service, secrecy, risk, etc. are tied to the size of salaries, this part of the salary will automatically increase, which in some cases amounts to up to 60% of a soldier’s salary.

Promotion deadlines

Since in 2018 the indexation of military salaries was carried out in January, many expected the next increase also at the beginning of the year.

According to the established schedule, salary recalculations should be carried out in October. 2018 was an exception. The October increase in payments, including, was postponed to more early dates by personal Decree of the President of Russia.

In 2019, salary recalculation will be carried out traditionally in October. That is, re-indexation will take place not after 1 year, but after 21 months. In fact, for 9 months of 2019, military personnel will receive pay at the rates approved at the beginning of 2018.

  • cash bonus for length of service;
  • financial assistance provided to the military every year;
  • additional allowance for serving in hot spots;
  • an allowance for severe and difficult climatic conditions (Sevastopol, Yakutsk and Vladivostok are very different in the severity of the climate) and so on.

Indexation of pay for the military

Due to the crisis in the country's economy, the authorities in 2016 were unable to index wages for military personnel. Salaries for the military are financed only from the national budget, in contrast to other categories of public sector employees, whose salaries can increase due to regional budget revenues.

For the new year 2017, the authorities have set a goal to index the amount of pay and benefits for all military personnel. Last news they say that the increase cash security for the military will probably take place at the level of inflation.

Other privileges entitled to military personnel

In addition to high pay, the military has additional benefits that are not available to other categories of the population. Military personnel are provided with food, clothing and housing. The military personnel of our country are far from indifferent to the issues of indexation of monetary allowances for the near future, in particular, for next year. According to estimates in the media, the issue of indexing military pay in 2017 affects about 10% of the Russian population (military personnel and family members).

What will happen to military pay in 2017—what indexation is expected?

Based on Federal Laws No. 68-FZ dated April 6, 2015 and No. 371-FZ dated December 14, 2015, there will be no indexation of official salaries for military personnel in 2016. The government explains this by saying that financial support budget expenditures and current economic situation do not allow indexing.

In the same time this law does not prohibit regions from increasing the salaries of officials from the local budget, and military personnel receive monetary allowances only from federal budget. The State Duma’s own opinion on budget formation and indexation can be judged on the basis of the discussion of the draft law set out below.

Government position

An assumption about the indexation of military pay in 2017 can be made based on the nature of the discussion in the State Duma about indexation for 2016. Hearings on this issue took place in November 2015.

  1. With a report on the project federal law, suspending the indexation of salaries for military personnel, spoke on behalf of the Government of the Russian Federation, Deputy Minister of Finance A. M. Lavrov. He noted that the meaning of the presented draft law provides for the abolition of indexation of salaries for military personnel in 2016, since the Government does not have the ability to do this. The Government of the Russian Federation requests to extend the suspension of indexation of pay for military personnel for 2016.   2. A co-report was made by V. A. Kazakov, United Russia faction. He said that the draft law under discussion does not imply a waiver of the state’s social obligations and provides an opportunity to index the military’s pay in 2017. Its value will be determined by the Russian Government based on the real increase in prices for consumer goods in 2016. Therefore, the relevant committee of the State Duma also asks to approve the draft law under discussion.

It seems that the State Duma has already forgotten about the inflationary losses over the previous two years.

About questions asked to the speaker

The speaker was asked a question by deputy A. N. Sherin, LDPR faction. He recalled that it is impossible to compare the salaries of judges, who can wait to increase their salaries, and military personnel, whose wages are much lower. It is impossible to suspend the indexation of military pay, taking into account the need to further increase the combat readiness of the Armed Forces. To this remark A.M. Deputy T. N. Moskalkova (“A Just Russia”) asked to clarify the amount of savings from the suspension of indexation. It turned out that if the bill is approved, about 90 billion rubles will be saved. Compare this amount with more than one trillion rubles not spent state corporations in 2015.

Deputy N. F. Ryabov (Communist Party of the Russian Federation) asked a clarifying question that the Government, knowing about the suspension of indexation of military pay for 2015, proposes to cancel indexation in 2016. The speaker replied that the pay for military personnel is higher average salary in economics. Position of parliamentary factions

Moskalkova T.N. voiced the position of the “A Just Russia” faction. Its meaning is as follows:

  • suspension of indexation means a reduction in military pay by 11%;
  • such a policy will lead to a sharp decline in the standard of living of military personnel and their families;
  • approval of the bill will lead to negative social consequences;
  • faction is against the adoption of this bill.

Sherin A. N. emphasized the importance high level professional training of military personnel. In addition, he pointed out that military salaries have not increased since 2012. In subsequent years, official salaries were not indexed or increased. At the beginning of 2015, the chairman of the relevant committee made a promise that military personnel would have their salaries adjusted to inflation. Nothing promised has been fulfilled.

As a result, United Russia voted for the adoption of the draft law abolishing the indexation of military pay in 2016. The remaining factions in the State Duma voted against it.

Does Russia need a professionally trained army? The answer is obvious: yes, it is needed. It is clear that this army must be in constant combat readiness. Its level depends on many factors, including funding for the development and production of new types of equipment and weapons, for conducting exercises, medical service, allowances for military personnel and more. The moral and psychological spirit of soldiers, officers and their families, and the readiness to honorably fulfill military duty at any time, depends on this.

I would like to hope that military salaries will still be indexed in 2017, and bills and proposals for a temporary or permanent suspension of indexation of military salaries in 2017 will not be accepted for consideration in the State Duma.
