​​​​​​​​​As part of its joint work with the Ministry of Finance of the Russian Federation, the Financial University under the Government of the Russian Federation holds an annual open public competition of projects to present a budget for citizens.

The competition is held in two rounds separately among individuals and legal entities in nominations approved annually Working group The Ministry of Finance of Russia, chaired by Deputy Minister of Finance of the Russian Federation A.M. Lavrova.

First tour is aimed at preliminary selection and is conducted according to the rules of an open competition. In the first round, the competition commission evaluates the compliance of applications with the requirements of the competition.

Second round The competition is held among persons who have passed the preliminary selection, according to the rules of a closed competition, and is aimed at determining the winners of the competition by evaluating and comparing ​competitive projects in each nomination. In the second round, in addition to competitive materials that have passed the preliminary selection, competitive projects presented by executive authorities of the constituent entities of the Russian Federation and local governments based on the results of regional and municipal competitions of projects to present a budget for citizens are also considered.

On November 18, the Moscow Department of Finance held a summing up of the results of the “Budget for Citizens” competition, the purpose of which was to find new solutions to improve budget process. The winners, active Muscovites and students of leading financial and economic universities, were presented with gifts - books about the history of Moscow and certificates of honor.


Speaking at the award ceremony, Deputy Head of the Finance Department Nikolai Lisin thanked the authors of the works for their active participation and noted the importance of the competition for improving the financial and budgetary literacy of Muscovites. “The participants conducted high-quality and in-depth research and gave professional recommendations to increase the transparency and openness of the budget process, which will be used by the Finance Department in its work,” he noted.


According to competition laureate Nadezhda Bikalova, associate professor at the Financial University under the Government of the Russian Federation, teachers and students enthusiastically accepted the idea of ​​participating in the “Budget for Citizens” competition. “We highly value cooperation with the Moscow Department of Finance and send students on internships every year. Here they always receive a warm welcome and acquire priceless practical knowledge and skills financial analysis"- said Nadezhda Bekalova.


As part of the “Budget for Citizens” competition, Moscow residents were invited to submit a mini-research project and give guidelines on development budget system. Results of the annual competition “Budget for Citizens” in 2015

On November 25, the Department of Finance of the City of Moscow summed up the results of the annual competition “Budget for Citizens”, the goals of which are to find new solutions to improve the budget process and develop financial and budget literacy in the capital. The competition was attended by active residents of Moscow interested in issues budget policy and public finance.


Speaking at the award ceremony, Deputy Head of the Moscow Department of Finance Grigory Lalaev thanked the winners and participants of the competition, emphasizing that their works can be found practical use in work to improve the Moscow Government portal “Open Budget of the City of Moscow”.


“Currently, active work is being carried out in Moscow to increase the transparency of the city budget,” noted Grigory Lalaev, “at the same time, the Moscow budget is a difficult document to understand, even for specialists. The Internet portal “Open Budget” is a simplified visualized version of the main financial document city, which is the most accessible and understandable source of information about city finances today. I believe that the main objective of the 2015 “Budget for Citizens” competition – the search for a modern and even more accessible format for providing budget data on the “Open Budget” Portal – was successfully achieved.”


The winners of the “Budget for Citizens” competition were solemnly presented with certificates of honor from the Moscow Department of Finance and memorable gifts.


The winners’ works will be sent to the “Financial University under the Government of the Russian Federation” to pass the 2nd stage of the competition at the federal level.

The Department of Finance of the City of Moscow summed up the results of the project competition “Budget for Citizens”, which was held jointly with the Department of Education of the City of Moscow. The goal of the competition is to develop the financial and budgetary literacy of city residents, as well as to find new solutions to improve the work of the Moscow Government portal “Open Budget of the City of Moscow.”


In 2018, applications for participation in the competition were accepted from April 26 to June 21. The list of nominations contained 14 positions

The Department of Finance of the City of Moscow, together with the Department of Education of the City of Moscow, announces the annual competition of projects “Budget for Citizens”. The competition is held in order to increase the level of information among citizens about the management of public finances, the openness of the city’s budget process, as well as to improve the work of the Moscow Government portal “Open Budget of the City of Moscow.”


Participants in the competition can be individuals and legal entities. This year the following nominations have been established:

  • “Modern forms of budget visualization for citizens”
  • “Modern forms and tools for presenting information on the portal “Open Budget of the City of Moscow”

  • “The best event for the project “Budget for Citizens”

To participate in the competition, you must submit applications with projects that correspond to the topics of the nominations. Each project can participate in one or several nominations. Contestants can submit several projects at the same time.


Applications for the competition are accepted from March 12 to May 15, 2020. The results of the competition and the names of the winners will be announced before June 15, 2020. The winners will be awarded certificates of honor and memorable gifts.


The ideas presented by the participants, which have high practical significance, will be used in the development of the Moscow Government portal “Open Budget of the City of Moscow”. The winning projects, in accordance with the competition documentation*, will take part in the all-Russian stage of the competition of projects to present a budget for citizens, which will be held at the Financial University under the Government of the Russian Federation.

"Budget for Citizens" is a simplified version budget document, which uses informal language and accessible formats to make the budget easier for citizens to understand. This “simplified” version contains information and analytical material accessible to a wide range of untrained users: the basics of the budget and the budget process, budget execution, draft budget, government programs, public hearings and other information for citizens.

At the end of 2012, Russia entered the top ten best countries world according to the Open Budget Index, gaining 74 points out of 100 and rising 11 positions compared to 2010. By 2018, Russia plans to enter the top five countries in the Open Budget Index. Achieving this goal will be greatly facilitated by the regular publication of a “budget for citizens” to ensure complete and accessible information to citizens of the Russian Federation about the budgets of the budget system of the Russian Federation and reports on their execution, increasing the openness and transparency of information on public financial management.

Analytical center actively participates in work aimed at identifying and disseminating best practices for budgeting public legal education in a format that ensures openness and accessibility of information about public financial management to citizens.
