As I wrote above, I filled out an online application and showed up at the branch at Leninsky Prospekt, 113/1. I took a coupon to open an account and approached the young man behind the counter and asked about opening an account. The young man asked if I had an appointment? I answered - yes, I filled out the form on the Internet. He said - wait, and I began to wait.

As it later turned out, the legal entity specialist did not have a single visitor, I waited for about half an hour (another nail in the coffin of the quality of UKB service).

I was received by a legal specialist. She said that, in fact, I was not by appointment (I immediately remembered government offices), but she would accept me. I said that I would like to open an account for an individual entrepreneur, and she gave me a list of documents to open. I dumped out my documents, and we began to study - it turned out that I did not have the only document “12. INFORMATION LETTER on registration in the Unified State Register of Pools of Public Promotion (Certificate from Rosstat of the Russian Federation)” - an excerpt from the list of documents. The legal entity specialist said that this certificate must be issued by a statistics agency and have a blue seal. I argued for a long time that this certificate may not be needed and all the data is in my documents, to which the specialist was adamant. I dried myself off and went on with my business.

In the evening, I scoured the Internet to find out where I could get this wonderful certificate with a blue seal and came across some interesting documents.

"CENTRAL BANK OF THE RUSSIAN FEDERATION LETTER dated June 19, 2009 N 75-T" and "FEDERAL STATE STATISTICS SERVICE LETTER dated June 9, 2009 N AK-01-22/2019 ON OPENING CURRENT ACCOUNTS FOR ECONOMIC SUBJECTS OBJECTS."

Briefly, these documents state that “For the purpose of obtaining information about the identification legal entities established by state statistics bodies, the Federal State Statistics Service, developed and posted on the Rosstat State Medical Center website in direct access for ministries, departments and the Bank of Russia Information system for users (ISP), formed on the basis of the Statistical Register of Rosstat" and "ISP allows government bodies and the Bank of Russia to perform their functions to receive data on OK TEI codes of legal entities, as well as generate data in the necessary sections. In general, I received this certificate on the website of the statistical service, although without the blue seal.

Armed with this information, I called the next day at Unicredit, a specialist in legal entities, who kindly gave me her phone number. When I introduced her to the official letters mentioned above, she said that she knew nothing, she had an internal directive and if I wanted, I could go... to their lawyer, he would consider my appeal within 30 days and give an answer. In short, a purely Soviet answer. As I wrote above, everything had to be urgent and there was absolutely no time to look for this statistical certificate, much less wait 30 days for some ephemeral lawyer to respond to my request (probably written).

I looked on the Internet for the conditions of the VTB24 bank, of which I am a private client, and, OH MIRACLE, this stupid statistical certificate is not on the list, I came to VTB24 and they opened everything for me, I specifically asked about this certificate from statistics, to which they answered in surprise - why - this information is in open access, but it’s good that you have it, we won’t have to look. As a result, I opened an account with VTB24 (they even did everything for me urgently and the next day I had an account and access to the Internet bank), but that’s another story.

Summary: due to clumsiness in general good bank, I had to go to a competitor to get service there. Moreover, as a private client, I am quite satisfied with the bank.

It follows that this person is completely unaware of the existence of Federal Law-470, according to which, on the contrary, they are required. Another employee confirmed that in their work, when considering an application for opening an account, they are guided by regulation N550 n, issued by the Central Bank of the Russian Federation and which has become invalid due to the publication of the new above-mentioned Federal Law. The head of the Security Service, called by Sh-tsova, also does not know about the existence of such a law.

Dear bankers, how can such illiterate people work for you, who, without knowing the laws and for some unknown reason, refuse to open a current account?! And at the same time they refuse to accept the claim for consideration.
I ask you to give a detailed answer regarding the reason for the refusal. Just don’t refer to Federal Law 115, to which my organization has nothing to do and you have no evidence to the contrary.
