The Ministry of Telecom and Mass Communications of Russia in 2016 as part of monitoring the level of development information society in the subjects Russian Federation For the first time, a rating of the constituent entities of the Russian Federation was presented according to the level of development of the information society, within the framework of which the constituent entities of the Russian Federation were divided into five groups in accordance with the achieved level of informatization.
The five leading regions in terms of the level of development of the information society include cities of federal significance - Moscow and St. Petersburg, the largest export-oriented (oil and gas producing) regions of the Russian Federation - Khanty-Mansiysk Autonomous Okrug-Ugra and the Yamalo-Nenets Autonomous Okrug, as well as the dynamically developing Kaliningrad region.
The rating of the constituent entities of the Russian Federation was formed on the basis of a methodology for assessing the level of development of the information society in the constituent entities of the Russian Federation, developed in accordance with the provisions of the Concept of Regional Informatization, approved by Decree of the Government of the Russian Federation No. 2769-r dated December 29, 2014.
The methodology establishes the procedure for calculating the information society development index in the constituent entities of the Russian Federation, on the basis of which the level of regional informatization is assessed based on infrastructure and industry indicators. Infrastructure indicators include human capital, economic environment, ICT infrastructure and information management. The methodology also involves taking into account indicators of the use of ICT in 15 areas of activity. Among them are e-government, education, healthcare, culture, entrepreneurship and trade, Agriculture, transport, social management, housing and communal services and a number of others. In 2017, 19 sub-indices will be used to compile the rating.
The methodology was approved by the minutes of the 172nd meeting of the Council on Regional Informatization of the Government Commission on the use of information technologies to improve the quality of life and living conditions entrepreneurial activity dated April 20, 2016.
In order to increase the completeness, reliability and relevance of the data used in assessing the constituent entities of the Russian Federation, as well as their systematization and analysis, the Ministry of Telecom and Mass Communications of Russia has developed an information system (AIS) “Electronic Region”.
The “Electronic Region” system consists of several functional blocks that make it possible to generate informatization passports for the constituent entities of the Russian Federation, containing key indicators of informatization development. Informatization passports are generated based on data collected during monitoring, as well as integration with various information systems, including the federal register public services, a unified interdepartmental information and statistical system, a situational center for electronic government.
Also, AIS “Electronic Region” allows you to automate the process of collecting and processing monitoring data; display the rating of the constituent entities of the Russian Federation by the level of development of the information society in graphical form; generate analytical reports on indicators of the level of development of the information society.
The rating of subjects for 2015 contains the results of assessing the degree of implementation and effectiveness of the use of satellite navigation technologies based on the GLONASS system by subjects of the Russian Federation and federal authorities executive power. It is carried out in accordance with the Methodology comprehensive assessment the degree of implementation and efficiency of use of these technologies.
The Ministry of Economic Development annually assesses the degree of implementation and effectiveness of the use of satellite navigation technologies based on the GLONASS system by constituent entities of the Russian Federation and federal executive authorities.
Rounding out the top ten are Ivanovo region. The top 10 included: Kaliningrad, Kaluga, Voronezh, Tambov, Belgorod and Penza regions.
The rating contains information about sources of financing, the state of regulatory legal regulation the use of satellite navigation technologies based on GLONASS, as well as the share Vehicle, monitoring information of which enters the regional information navigation system in the total number of vehicles of this type registered in the territory of the Russian Federation.
In 2015, the amount of funds amounted to 2,033 million rubles allocated to finance the implementation of GLONASS in the regions that provided information.
The results of the comprehensive assessment indicate an insufficiently active implementation of satellite navigation technologies based on the GLONASS system throughout the country.

CNews Analytics presents the third annual ranking of ICT spending in Russian regions. In 2016, the constituent entities of the Federation plan to spend about ₽ 74 billion, which is 1.8% more than in 2015 (₽72.7 billion). Among the largest managers of ICT budgets are Moscow (₽28.3 billion), St. Petersburg (₽7.8 billion), Moscow region (₽4.6 billion), Khanty-Mansi Autonomous Okrug-Yugra and Novosibirsk region(RUB 1.7 billion each).
CNews presented the third annual rating “CNews: ICT in the regions”. The rating is based on data contained in current versions of regional budgets. In 2016 regional budgets in most cases, they were approved for one year, so the ranking does not contain data on planned ICT expenses for the next year, 2017.
According to CNews, in 2016, taking into account subsidies provided by the Ministry of Telecom and Mass Communications Russian regions will spend about RUB 74 billion on ICT projects, which is 1.8% more than in 2015 (RUB 72.7 billion). Previously, data on IT costs of Russian regions was presented by the Ministry of Telecom and Mass Communications. According to the department, in 2016 regional spending on informatization will amount to RUB 38.7 billion, which is 7% more than in 2015 (RUB 36.2 billion).
When forming the rating “CNews: ICT in the regions”, we took into account data on the financing of regional authorities responsible for information technology issues (profile ministries or departments), the costs of all other regional departments for the implementation of activities in the field of ICT, such as informatization of healthcare, connecting public libraries to Internet networks, creation of an electronic budget, etc., as well as expenses under the item “Communications and Informatics”.
For example, the costs of ICT in the Tyumen region, according to the CNews methodology, consist of expenses under the item “Communications and Informatics” of the Governor’s Office (₽415.6 million), the Main Construction Department (₽62.1 million), and the Department of Finance (₽105.5 million) and other regional departments, as well as the Department of Informatization (₽698.5 million). For comparison, the rating of the Ministry of Telecom and Mass Communications for the Tyumen region gives a figure of 629 million.
According to CNews, this approach allows us to most fully assess the level of ICT expenses, since in this area, like probably in no other, the cost of the project is influenced not only by the costs of purchasing equipment or software, but also to a significant extent the payment of highly qualified specialists, without whom its implementation would be impossible.
Also, when forming the final CNews rating, the subsidies that were received by 25 regions from the Ministry of Telecom and Mass Communications in 2016 were taken into account. The total amount of subsidies amounted to ₽364.7 million. This money should be used to create (finalize) the regional segment of a unified federal interdepartmental system for accounting for the student population, create (finalize) a unified regional system for managing road transport and urban ground electric transport, and develop a mechanism for public services for civil registration and issuance of a hunting license in electronic form using uniform forms unified portal of public services (EPGU).
What the Ministry of Telecom and Mass Communications did not consider

The Ministry of Telecom and Mass Communications of the Russian Federation presented in October the rating of regions for the development of the information society for 2017.
Ugra occupies third position in this ranking, behind Moscow and the Tyumen region. The top ten also included the Republic of Tatarstan, Tula Region, Novosibirsk Region, Republic of Bashkortostan, Yamalo-Nenets Autonomous Okrug, Tomsk Region and Chelyabinsk Region.
To determine the leaders, an assessment methodology was used based on 120 indicators and 17 sub-indices. When calculating the location, the level of development of special information systems is taken into account: GIS “Contingent”, IS Transport Management, EGAIS, GIS GMP, System-112 and GIS “Energy Efficiency”.
Among the priority sub-indexes: ICT infrastructure, e-government, ICT in education, ICT in healthcare, ICT in transport. The list of subindexes corresponds to the sections of the Concept for the Development of Regional Informatization.
When assessing regions, development was taken into account in projects such as the transfer of public services to electronic form, implementation of distance education information systems, introduction of ICT into the educational process (electronic diary), making an appointment with a doctor, electronic card, telemedicine, introduction of electronic means of payment for travel, online traffic monitoring. Also, the success of the regions in the ranking was guaranteed by the creation of regional information systems in the field of energy, government and municipal finance; integration of regional information systems with federal ones and automation of the activities of libraries, museums and theaters.

The index is a measure of the degree of preparedness of regions for the large-scale use of ICT for socio-economic development. It is calculated on the basis of indicators characterizing the factors of development of the information society (human capital, economic environment and ICT infrastructure), as well as the use of ICT in six areas (state and municipal administration, education, healthcare, business, culture, households).
According to the latest Index, based on data for 2009-2010, information inequality among the constituent entities of the Russian Federation is still quite serious. The top ten regions with the maximum number of points included Moscow, St. Petersburg, Yamalo-Nenets Autonomous Okrug, Tomsk Region, Khanty-Mansiysk Autonomous Okrug, Tyumen Region, Chukotka Autonomous Okrug, Murmansk Region, Chuvashia and the Republic of Karelia. At the regional informatization council held on October 13, the Ministry of Telecom and Mass Communications presented a rating of regions for the development of the information society in the Russian Federation for 2017.
The regions that, according to the Ministry of Telecom and Mass Communications, “advanced” due to the implementation of the first strategy included the Republics of Bashkortostan, Mordovia, Tatarstan, Kursk and Tomsk regions.
