What is a subsidy?

A subsidy is government assistance intended to cover part of the payment for utility services in the form of compensation payments.

The payment is provided when the expenses that the family allocates to pay off the “utility” amount to more than a fifth of its total income.

The 20% threshold may vary depending on regional conditions. Compensation is assigned in accordance with Article 159 of the Housing Code of the Russian Federation. The amount of the subsidy depends on family income.

Subsidies for housing and utilities are provided to low-income citizens who turn to the state for help, and members of their families are also entitled to receive compensation. Compensation is assigned based on the provision of a package of required certificates and documents.

Who is entitled to a subsidy for utility bills?

You can get help paying for utility bills:

  • Citizens living under a sublease agreement with the tenant of premises in any type of housing stock;

Compensation is not provided if the citizen:

Dates of appointment, amount of housing subsidy

Who is eligible for subsidies for housing and communal services?

They are issued if a person or family spends more than 22% of their income on housing and communal services. This is the maximum threshold, exceeding which, according to the law, allows a citizen in any region of Russia to apply for a subsidy. However, there are also regional laws, which reduced this limit. To be awarded a subsidy, the pensioner must meet the following requirements:

  1. be a citizen of Russia;
  2. be registered at the address at which the issue of assigning a subsidy will be considered;
  3. have no debt on utility bills (if there is still a debt, the pensioner may be required to draw up an agreement on the timing of its repayment, and also issue a subsidy);
  4. spend more on utilities than is allowed in the region as a whole.

If we are talking about a pensioner’s family, then, accordingly, in order to assign a subsidy, the family must spend more than is allowed by local legislation, based on the total income. A simple example for understanding.

If a single pensioner receives a pension in the amount of 12 thousand rubles, and spends 3 thousand on utilities, that is, 25 percent of his income, then he is entitled to a subsidy even if the region of his residence does not have its own laws on maximum payment for housing and communal services. If the same pensioner, with the same amount of pension, lives in an apartment together with a granddaughter who is a schoolgirl or a grandson who is a student, who does not receive an income, and pays 5 thousand for housing and communal services, that is, almost half of the total income, then the subsidy will be greater, since more and the percentage of expenses itself.

The exact amount is calculated using a formula by employees of the Social Security Administration.

However, the law also provides for cases when, even in the event of overspending, a subsidy is not due. Such rights are deprived:

  • tenants of apartments from private property owners;
  • recipients of a loan under a free use agreement;
  • recipients of a life annuity based on a maintenance agreement with dependents.

Benefits - additional help

There are also benefits for pensioners on utility bills. But they are not available to all pensioners, but only to representatives of certain preferential categories. Moreover, if there are benefits, they are taken into account when calculating the subsidy.

Federal laws provide the following benefits for housing and communal services payments:

  1. a benefit in the amount of 50 percent of the payment for any housing and utilities is provided for participants (and disabled people) of the Great Patriotic War(as well as for family members of deceased participants and disabled war veterans), people who were subjected to a radiation attack, military personnel who became disabled while on duty, residents of besieged Leningrad;
  2. a benefit in the amount of 50 percent of the payment for utilities and housing rented under a social tenancy agreement from the state or municipality is provided for pensioners with disabilities;
  3. a benefit in the amount of 50 percent of utility bills and 100 percent of housing fees is provided for Heroes of Socialist Labor (at the same time, pensioners can refuse the benefit and receive a monthly cash supplement to their pension).

How to make payments?

First of all, a pensioner needs to open an account in a bank with which state or municipal authorities work. As a rule, this is Sberbank, and in Crimea, for example, it is RNKB Bank.

Next, to apply for a subsidy, the pensioner needs to go to the management or department of social protection. You must take with you a complete package of documents, which may differ in different regions. Most often you are asked to provide:

  • copies of passports of everyone registered in the apartment;
  • a document confirming the ownership of housing or a social tenancy agreement;
  • certificate of family composition;
  • a certificate from the BTI on the size of the living space;
  • a certificate confirming the absence of debt for housing and communal services (you can obtain it from the accounting department of the HOA, the housing maintenance office or from the unified information and settlement center);
  • if benefits are provided, a supporting certificate is required;
  • SNILS of everyone registered in the apartment;
  • pension certificates of the owner and other pensioners living in the apartment;
  • certificates confirming the relationship of people living under the same roof (for example, a marriage certificate);
  • application for a subsidy;

  • certificate of income for six months of all people registered in the apartment.

Certificate of income is perhaps the most important document on this list. The pensioner receives it in pension fund, working people - at the place of activity, unemployed - at the employment center. The latter may also need a photocopy of their work record. If a person is not registered with the Employment Center, then the social security authorities will take into account his hypothetical income in the amount of the official amount when calculating average salary in the Russian Federation as a whole or specifically in a particular region for reporting period. Naturally, this will, firstly, reduce the chances of assigning a subsidy, and secondly, it will significantly reduce the amount of payments. After the documents have been given to a specialist from the social security department and registered, the pensioner must be informed within 10 days of a positive decision or refusal.

In Moscow, such a subsidy is designed for a year, in many other regions, as a rule, only for six months. If a pensioner violates the terms of the agreement to repay debts that arose earlier, he has new debts for utilities, or if the authorities find out that false certificates or unreliable information were provided, payments may be suspended ahead of schedule. The termination of payments is also provided in the event that the pensioner changes his address of residence, changes occur in the composition of his family, or his financial situation changes.
