Project "Direct Payments"

From July 1, 2017, the implementation of the Foundation’s pilot project will begin in the Altai Territory social insurance RF “Direct payments”, which affects all working citizens. From now on, not employers, but regional office The Social Insurance Fund of the Russian Federation will assign and pay benefits directly to working citizens of their choice to a personal bank account or by postal transfer.

The payment scheme for the following types of benefits will be completely changed:

  • for temporary disability;
  • for pregnancy and childbirth;
  • when registering in the early stages of pregnancy;
  • at the birth of a child;
  • for child care;
  • behind additional leave injured at work.

The employee draws up an application to the Altai regional branch of the Social Insurance Fund of the Russian Federation for in the prescribed form, attaches to it the documents necessary to assign benefits and transfers them to your employer. The application indicates the details to which benefits are transferred (bank account or postal address).
If the employer ceases activity, including if it is impossible to establish his actual location, the employee can independently submit an application and documents necessary for the assignment and payment of benefits to the regional office of the Fund.

  • the employee provides the employer with documents confirming the right to payment of the appropriate benefit (certificate of incapacity for work, birth certificate of a child, etc.), fills out an application for payment of benefits in the prescribed form, indicating the details to which benefits will be transferred (bank account or postal address );
  • in the event of termination of activities by the employer and the impossibility of establishing his location, the employee may personally send an application for payment of benefits and the documents necessary for the assignment of benefits to the branch of the Altai regional branch.

Employer Responsibilities

  • monthly, before the 15th, transfer the entire amount of accrued insurance contributions for compulsory social insurance;
  • accept Required documents from the insured person;
  • assign and pay benefits for the first 3 days of temporary disability at the expense of own funds(in case of loss of ability to work due to illness or injury);
  • prepare the documents necessary for the assignment and payment of benefits and send them within 5 calendar days to the branch of the regional branch of the Fund. Responsibilities of the Altai regional branch:

  • the branch, within 10 calendar days from the date of receipt of the full set of documents or register of information, makes a decision on the assignment and payment of benefits. Payment of benefits to the employee is made by transferring benefits to the bank account of the insured person specified in the application or in the information register, or through the federal postal service organization, or another organization at the request of the insured person.

In accordance with the provisions of Article 4.5 Federal Law dated December 29, 2006 No. 255-FZ “On compulsory social insurance in case of temporary disability and in connection with maternity” (hereinafter referred to as Law No. 255-FZ) persons who voluntarily entered into legal relations under compulsory social insurance in case of temporary disability and in connection with maternity, pay insurance premiums to the Fund based on the cost insurance year, defined as the product of the minimum wage (hereinafter referred to as the minimum wage) established by federal law at the beginning financial year, for which insurance premiums are paid, and the tariff of insurance premiums established by subparagraph 2 of paragraph 2 of Article 425 Tax Code Russian Federation in terms of insurance contributions to the Fund, increased by 12 times.

Based on Article 1 of Federal Law No. 82-FZ of June 19, 2000 “On the minimum wage,” the minimum wage, as of January 1, 2018, was set at 9,489 rubles.

Hence, cost of insurance year in2018 year amounts to 3,302.17 rubles(9,489 rubles x 2.9% x 12).

Thus, in order to acquire the right to receive insurance coverage for compulsory social insurance in case of temporary disability and in connection with maternity in 2019, policyholders must until December 31, 2018 pay insurance premiums in the amount of 3,302 rubles. 17 kopecks

Based on Part 7 of Article 4.5 of Law No. 255-FZ, in the event that a person who voluntarily entered into legal relations under compulsory social insurance in case of temporary disability and in connection with maternity has not paid insurance premiums for the corresponding calendar year by December 31st current year, the legal relationship between him and the insurer regarding compulsory social insurance in case of temporary disability and in connection with maternity is considered terminated.

As of May 12, 2015, in total, the Altai regional branch received 244 applications from policyholders. Most of the applications and packages of documents have already been checked and received positive decisions about financing. As of May 12, branch No. 4 accepted 44 applications from policyholders for total amount 3.654 million rubles. Last year, as of this date, 25 applications were accepted in the amount of 1.634 million rubles.

One of the positive examples of employers in the Slavgorod zone who turn to the Fund for financing of labor protection measures is the agricultural enterprise Slavgorodskoe LLC. Its main activity is breeding cattle and growing grain crops. Total number employees of the enterprise - 246 people. 67 workers are employed in workplaces with harmful and/or hazardous production factors. Despite this, no accidents have been recorded at the enterprise over the past three years.

For the last two years, the agricultural enterprise has been attracting funding from the Social Insurance Fund to provide preventive measures to reduce industrial injuries and occupational diseases of workers. Sum financial security preventive measures in 2014 amounted to 100.831 thousand rubles; this year the company has the opportunity to incur expenses for organizing labor protection measures in the amount of 146.903 thousand rubles.
