Making compensation payments

Payment amounts

Payment terms

The official website of RSA was registered in 2002 along with the creation of the Russian Union of Motor Insurers itself. Field of activity

Main purpose Russian Union auto insurers (RAI) – ensuring interaction between insurance companies and protecting the professional interests of their members. History of creation

The Russian Union of Auto Insurers was founded on August 8, 2002 with the participation of 48 insurance organizations (most of them were large Moscow companies), and on October 14 of the same year the association passed state registration and received the right to officially carry out its activities within the framework of Federal Law No. 40 “On Compulsory Motor Liability Insurance”.

RSA became the first association that received the corresponding PIC status (professional association of insurers) with the support of the Department of Insurance Supervision (one of the divisions of the Ministry of Finance). And if now it is difficult to challenge the leading role of RCA in the domestic auto insurance market, then at the time of the organization’s creation there were great fears that serious competition would arise between the associations operating in those days for the right to obtain PIC status.

In particular one of regional associations insurers also tried to get a similar status for themselves, citing the fact that Federal law No. 40 uses the definition “single”, which is not at all equal to the concept “single”. However, this attempt was unsuccessful, which, according to experts, led to some monopolization of the market.

Conditions of entry

The procedure for accepting new participants and the features of membership in the RSA are determined in special regulations approved by the Presidium of the organization. There are two types of membership in the association: actual and observer rights. The fundamental difference between them is that full members have a license to carry out insurance activities in the field of compulsory motor liability insurance, while observers do not have one.

The RSA has a number of requirements for insurance companies wishing to join the union:

  • experience in a related field voluntary insurance vehicles (CASCO) or civil liability of vehicle owners (DSAGO) for at least 2 years (this experience means the presence of valid insurance agreements with clients, as well as recorded cases of settlement of insurance situations);
  • willingness to comply with current insurance legislation, the charter of the RSA and consent to comply with the standards adopted by the governing bodies of the RSA;
  • signing a direct indemnity agreement.

At the moment, the following membership fees have been determined:

  • 0.5% of MTPL fees for insurance companies that are members of the RSA board (but not less than 6.25 million and not more than 13.5 million rubles);
  • 0.4% of MTPL fees for insurance companies included in the RSA presidium (but not less than 500 thousand and not more than 6 million rubles);
  • 0.3% of MTPL fees for all other members of the union (but not less than 25 thousand and not more than 2.25 million rubles);
