Directory base prices on design work for the construction of “Gas Industry Facilities” (Edition 2, taking into account changes and additions) developed by the State Enterprise "CENTRINVESTproject» Gosstroy of Russia and DOAO VNIPIgazdobycha» OJSC "Gazprom" instead of the Directory of basic prices for design work for construction "Gas Industry Facilities", approved by the Ministry of Construction Russian Federation(resolution dated 02/08/95 No. 18-12) in agreement with the Department of Design, Survey and Project Examination of RAO Gazprom (dated 12/16/94 No. 17-3-6/79).

The reference book of basic prices for design work for construction “Gas Industry Facilities” (Edition 2, taking into account changes and additions) was approved and recommended for use by letter of the Gosstroy of Russia dated December 7, 1999 No. NZ-4298/10.

1. BASIC PROVISIONS

1.1. A directory of base prices for design work for construction (hereinafter referred to as the “Directory”) is recommended for determining base prices for the purpose of subsequent formation of contract prices for development project documentation for the construction of gas industry facilities.

1.2. Basic prices in the Directory are set depending on the natural indicators of the designed objects: productivity, power, length, etc. (hereinafter referred to as “the main indicators of the designed objects”) without taking into account value added tax.

1.3. The directory is intended for use by organizations of various organizational legal forms who have a license to carry out design work for the construction of gas industry facilities and have the status of a legal entity in accordance with the legislation of the Russian Federation.

1.4. The base prices in the Directory take into account all costs included in the cost price, in accordance with the “Methodological recommendations for the composition and accounting of costs included in the cost of design and survey products (works, services) for construction, and the formation financial results", approved by the State Construction Committee of Russia on 04/06/94, and profit (except for expenses on business trips).

1.5. The Directory contains prices for individual design of new construction projects.

1.6. Basic prices are established in relation to the procedure for development, coordination, approval and composition of project documentation, regulated in the prescribed manner.

1.7. The reference prices of the Directory do not include:

Development of design solutions specified in the design assignment in several options;

Development of working drawings for special auxiliary structures, fixtures, devices and installations for construction and installation work;

Development of solutions for monumental and decorative design of buildings and structures;

Making changes to project documentation (except for correcting errors made design organization);

Development of detail drawings of metal structures (CMD), construction and technological blocks and factory-made technological pipelines;

Surveys and measurement work at facilities subject to reconstruction, expansion and technical re-equipment;

Development of design documentation for custom-made equipment, in addition to drawing up the initial requirements necessary for the development of technical specifications for the implementation of this documentation;

Research, experimental and design work;

Engineering services not related to design work;

Marketing services;

Business travel expenses;

Development of interiors carried out in accordance with GOST 21-507-81;

Development of projects for construction and installation works (PPP);

Design of temporary buildings and structures for the needs of construction organizations;

Development automated systems enterprise management (ACMS) and automated control systems technological processes(APCS );

Development of an EIA (prices of tables 1¸9).

1.8. In addition to the work listed in clause 1.7, the base prices of the Directory do not take into account the cost of:

Design of water intake, water treatment and sewerage treatment facilities, as well as water treatment facilities, including the development and approval of materials for special water use, thermal treatment plants for industrial waste;

Design of trunk communication lines and overhead lines along the gas pipeline;

Design of overhead lines along gas pipelines for power supply to linear consumers;

Design of off-site technological utility networks and communications with structures on them;

Design of power plants, electrical substations for external power supply, switchgears, free-standing heating boiler houses;

Design of automatic fire extinguishing installations;

Design of rotational residential camps;

Reclamation of disturbed lands;

Drawing up a production schedule;

Acoustic calculations and calculations for self-compensation of gas pipelines for gas compression installations;

Drawing up and protecting consolidated order documentation for equipping construction sites;

Developments technical assignments to manufacturing plants for switchboards and low-voltage complete devices, as well as instrumentation and automation switchboards;

Preparation of materials for the land acquisition project;

Measures for the protection of archaeological monuments.

1.8. In addition to the work listed in clause 1.7, the base prices of the Directory do not take into account the cost of:

design of power plants, electrical substations for external power supply, switchgears, free-standing heating boiler houses;
design of automatic fire extinguishing installations;
design of rotational residential camps;

drawing up a production schedule;
acoustic calculations and calculations for self-compensation of gas pipelines of gas compression installations;

2. PROCEDURE FOR DETERMINING THE BASE PRICE FOR DESIGN WORK

2.1. The base price for the development of project documentation (project + working documentation) is determined by the formula:

C = (a + in)×K i,

where C is the base price of design work, thousand rubles;
a, b-constant values for a certain interval of the main indicator of the designed object, given in the Directory, thousand rubles;
x is the main indicator of the designed object;
K i is an increasing coefficient reflecting inflationary processes at the time of price determination.

The price level contained in the tables is established as of 01/01/95, taking into account the price scale adopted from 01/01/98. 2.2. If the projected object has a basic indicator value less than the minimum or more than the maximum indicator given in the price table of the Directory, the base price for the development of project documentation is determined by extrapolation. In this case, the value of the correction to the price is accepted with a coefficient of 0.6. 2.3. The distribution of the base price for the project and working documentation is carried out according to the table below and can be specified by agreement between the contractor and the customer.

The base price for developing a detailed design is 93% of the total base price. 2.4. The base price for the development of design documentation for the expansion, reconstruction and technical re-equipment of existing enterprises, workshops and structures is determined according to the prices of the tables in the Directory, based on the value of the main indicator of the designed facility, which should be achieved as a result of the expansion, reconstruction and technical re-equipment of the facility, using coefficients ( as agreed with the customer):

when expanding within existing site-up to 1.2;
when expanding in adjacent territory - 1.0;
during reconstruction - up to 1.4;
with technical re-equipment - up to 1.6.

During reconstruction, expansion and technical re-equipment of only part of the installation, building, structure or implementation individual species work, a correction factor is applied that takes into account the volume of work, based on the relative cost tables. 2.5. The base price for designing product pipelines in cramped conditions, when there are more than five communications in the work area or the building density is more than 30%, is determined according to the corresponding prices in the Directory using a coefficient of 1.3. 2.6. The basic price for the development of design documentation for the construction of facilities in difficult geological and climatic conditions (permafrost, subsidence soils, karst and landslide phenomena, location of the construction site above mine workings, in flooded areas, in areas with forested or wetlands, in arid deserts, in with seismicity 7-9 points) is determined according to the prices of the Directory using the following coefficients:

for the project - 1.1;
for a working project and working documentation - 1,3.

If there are two or more complicating factors, coefficients are applied for each factor. 2.7. The base price for the development of design documentation for the construction of gas processing facilities containing hydrogen sulfide and carbon dioxide is determined using a coefficient of 1.2.

1. Electronic applications within the sphere of competence of the Ministry of Construction of Russia, filled out in accordance with the attached form, are accepted for consideration.

4.According to Federal law dated 02.05.2006 N 59-FZ "On the procedure for considering appeals from citizens of the Russian Federation" electronic appeals are registered within three days and sent depending on the content in structural units Ministries. The appeal is considered within 30 days from the date of registration. An electronic appeal containing issues the solution of which is not within the competence of the Ministry of Construction of Russia is sent within seven days from the date of registration to the relevant body or the relevant official whose competence includes resolving the issues raised in the appeal, with notification of this to the citizen who sent the appeal.

5. Electronic appeal is not considered if:
- absence of the applicant’s surname and name;
- indication of an incomplete or unreliable postal address;
- the presence of obscene or offensive expressions in the text;
- presence in the text of a threat to life, health and property official, as well as members of his family;
- using a non-Cyrillic keyboard layout or only capital letters when typing;
- absence of punctuation marks in the text, presence of incomprehensible abbreviations;
- the presence in the text of a question to which the applicant has already been given a written answer on the merits in connection with previously sent appeals.

6. The response to the applicant is sent to the postal address specified when filling out the form.

7. When considering an appeal, disclosure of information contained in the appeal, as well as information relating to the private life of a citizen, is not permitted without his consent. Information about the personal data of applicants is stored and processed in compliance with the requirements Russian legislation about personal data.

8. Appeals received through the site are summarized and presented to the leadership of the Ministry for information. Answers to the most frequently asked questions are periodically published in the sections “for residents” and “for specialists”
