Resolution of April 18, 2016 No. 317. A mechanism for interaction between participants in the development of road maps and projects of the National technology initiative. Requirements for the content of documents, sources and forms of support for project implementation, conditions for providing a subsidy and its return in case of failure to achieve established targets, and the obligations of the subsidy recipient are determined. OJSC Russian Venture Company is assigned the functions of the project office of the National Technology Initiative. The project office provides management, organizational, technical and expert-analytical support, information and financial support for the development and implementation of road maps and projects of the National Technology Initiative.

Prepared by the Ministry of Education and Science in pursuance of the list of instructions of the President for the implementation of the Address to the Federal Assembly (No. Pr-2821 of December 5, 2014, subparagraph 29 of paragraph 1) regarding the development and implementation of the National Technological Initiative (hereinafter referred to as NTI).

NTI is a long-term interdepartmental public-private partnership program to promote the development of new promising markets based on high-tech solutions that will determine the development of global and Russian economy in 15–20 years.

The system of “road maps”, which are implemented in the form of NTI projects, has been defined as the main tool for the implementation of NTI.

The signed resolution, in particular, approved:

Rules for the development and implementation of action plans (“road maps”) of the National Technology Initiative (hereinafter referred to as the Rules for the development of NTI “road maps”);

Regulations on the development, selection, implementation and monitoring of projects in order to implement action plans (“road maps”) of the National Technology Initiative (hereinafter referred to as the Regulations on NTI projects);

Rules for granting subsidies from federal budget for the implementation of projects in order to implement action plans (“road maps”) of the National Technology Initiative.

These documents establish a mechanism for interaction between participants in the development of road maps and NTI projects, define requirements for the content of documents, sources and forms of support for project implementation, conditions for providing a subsidy and its return in case of failure to achieve established targets, and the obligations of the subsidy recipient.

The rules for the development of NTI “road maps” determine that after approval by the presidium of the Council under the President of Russia for the modernization of the economy and innovative development Russia (hereinafter referred to as the Presidium) “road maps” are considered prepared for implementation.

The regulations on NTI projects establish a mechanism according to which the implementation of projects and financing is carried out after their approval by the interdepartmental working group on the development and implementation of the National Technology Initiative under the Presidium.

The federal budget for 2016 allocates 8 billion rubles for the implementation of key NTI roadmap projects.

OJSC Russian Venture Company is vested with the functions of the NTI project office, which provides project management, organizational, technical and expert analytical support, information and financial support for the development and implementation of NTI road maps and projects.

The NTI project office is the recipient of a subsidy provided by the Russian Ministry of Education and Science for the implementation of NTI projects. These funds will be allocated to participants implementing specific projects.

The decisions taken are aimed at developing promising markets for high-tech products.

“Based on long-term forecasting, it is necessary to understand what challenges Russia will face in 10–15 years, what advanced solutions will be required in order to ensure national security, a high quality of life for people, and the development of industries of a new technological order.”

In his Address to the Federal Assembly on December 4, 2014, Russian President Vladimir Putin outlined the National Technology Initiative as one of the priorities of state policy.

NTI implementation plan in 2017

The NTI implementation plan in 2017 was approved on February 14, 2017 by the Presidium of the Presidential Council Russian Federation on economic modernization and innovative development of Russia.

The implementation of the Plan in 2017 is designed to ensure the readiness of the state, business and society for the new economic and social realities created by the technological revolution. At the same time, an important task for 2017 is to put the National Technology Initiative on a sustainable development trajectory, regardless of external market, technological or other circumstances.

Key results of the implementation of the Plan at the beginning of 2018:

    A sustainable system of management and coordination of NTI has been created.

    Existing state development institutions, as well as federal executive authorities, are involved in the implementation of NTI.

    A mechanism for “opening markets” for promising products and services has been formed.

    NTI competency centers for “end-to-end” technologies have been created at universities, and research and educational programs have been launched in priority technological areas for NTI.

    In the interests of developing talents in the scientific and technical field, the activities of a “circle movement” were organized and the concept of the “Technology” lesson was developed.

    A mechanism for popularizing scientific and technical activities and technological entrepreneurship among the general public has been developed and launched.

    Piloting carried out regional policy NTI.

    Operators providing support for different categories of NTI projects and NTI services have been identified.

    A groundwork has been formed to regulate the intellectual property market and the smart capital market for the development of NTI at subsequent stages.

NTI: implementation status

The basis of NTI is made up of representatives of the most successful high-tech companies, who, as part of working groups with the support and participation of government representatives, development institutions, scientific and educational organizations develop and implement road maps for 9 main NTI markets. Created 10 NTI working groups, in which they participate 451 companies, 869 experts.

The Presidium of the Council under the President of the Russian Federation for the modernization of the economy and innovative development of Russia approved 6 road maps of the EnergyNet, Healthnet, Neuronet, Marinet, Autonet, Aeronet and cross-market Technet markets. Road maps are being prepared for 3 markets: Finnet, Safenet, Foodnet. Interdepartmental Working Group (IWG) under the Presidium of the Council for Economic Modernization and Innovative Development of Russia approved 12 draft road maps of four market directions NTI, who will receive government support. In total, about 120 projects were supported by the NTI Foundation and the Innovation Promotion Fund.

In 16 regions Russian Federation, selected based on the results of a competitive selection, is being developed regional model for the implementation of NTI. Applications for 54 Russian regions applied for participation. In 2017, Foresight Navigation events will be held in 12 regions, at which participants will develop plans for the development of territories in the context of NTI.

In 2016 Throughout the country, technological creativity spaces have been opened for schoolchildren - fablabs, CMITs, and a network of children's technology parks "Quantorium" has been deployed. In the communities of summer school curators “Lift to the Future”, “Innopraktika”, “Sirius”, and student project curators in a number of universities, a network of mentors for talented schoolchildren is being developed. NTI project shifts started at the Sirius Educational Center, a series of summer “space schools” for children and adults were held, and a series of engineering educational events were held at the accelerator sites “Steel” and “Biokey”.

Mechanisms for supporting NTI from development institutions have been identified, financial organizations, public authorities.

In order to implement the National Technology Initiative, the Government of the Russian Federation decides:

1. Approve the attached:

By decision of the interdepartmental working group for the development and implementation of the National Technological Initiative under the Government Commission for Economic Modernization and Innovative Development of Russia (hereinafter referred to as the interdepartmental working group), a “road map”, the activities of which ensure the implementation of other “road maps” and are aimed, among other things, at creating conditions and mechanisms financial security other “road maps” and the development of the intellectual property market, may be developed and sent for approval to the Government Commission for Economic Modernization and Innovative Development of Russia in a different format without using the form provided for in the appendix to these Rules.

3. Participants in the development and implementation of road maps are:

b) working groups for the development and implementation of “road maps” (hereinafter referred to as working groups), the composition of which is approved by the interdepartmental working group, and the leaders (co-leaders) are approved by the Government Commission for Economic Modernization and Innovative Development of Russia;

d) federal executive authorities responsible for the implementation of the approved “road maps”;

e) interested federal executive authorities and organizations;

f) project office of the National Technology Initiative (hereinafter referred to as the project office);

g) expert bodies and organizations conducting examinations, including the federal government state-financed organization"Russian Academy of Sciences", Expert Council under the Government of the Russian Federation (hereinafter - expert organizations);

h) infrastructure centers - non-profit organizations that carry out functions for the development of certain areas of the National Technology Initiative.

4. The development of draft road maps is carried out in accordance with the instructions of the interdepartmental working group on the basis of proposals from interested organizations based on the results of a study using the foresight methodology and (or) other expert analytical activities by working groups together with infrastructure centers with the participation of representatives of these organizations and interested federal executive authorities.

The project office forms guidelines for the development of draft road maps, taking into account the form according to the appendix, and also provides organizational, technical, expert-analytical and information support for the activities of working groups in connection with the development and updating of road maps.

Upon completion of the development of the draft road map, as well as the preparation explanatory note to him, the head and (or) co-leaders of the working group send the developed draft “road map” and the corresponding minutes of the meeting of the working group to the project office.

The project office, within a period not exceeding 5 calendar days from the date of receipt of the draft road map, sends the developed project for approval to the responsible federal executive body.

The project office does not need to forward the draft road map for approval to the responsible federal executive body if the head (deputy head) of the responsible federal executive body is the co-leader of the working group. In this case, the specified co-manager ensures the implementation of the procedures provided for in paragraphs 5 and these Rules.

5. The responsible federal executive body, within a period not exceeding 30 calendar days from the date of receipt of the draft road map, carries out the coordination procedure with other interested federal executive bodies, as well as with the Ministry of Science and higher education Russian Federation regarding the possibility of financial support for the road map project within the limits budget obligations, approved in accordance with the established procedure by the Ministry of Science and Higher Education of the Russian Federation for the implementation of projects in order to implement the road maps.

If there are no disagreements on the draft road map, the responsible federal executive body sends the agreed draft road map to the project office. The project office forwards the received project to the working group and interdepartmental working group.

6. If there are comments and suggestions, the responsible federal executive body sends a conclusion on the draft road map to the project office.

The project office ensures that, within 15 calendar days from the date of receipt of the said conclusion, the draft road map is finalized by the working group together with the infrastructure center and sent to the responsible federal executive body.

The responsible federal executive body, within a period not exceeding 15 calendar days from the date of receipt of the revised draft road map, re-approves it in the manner specified in paragraph 5 of these Rules.

If there are no disagreements, the agreed draft roadmap is sent to the responsible federal body executive power to the project office. The project office forwards the resulting draft road map to the working group and the interdepartmental working group.

If there are unresolved disagreements, after finalizing the draft road map, the responsible federal executive body sends a draft road map prepared jointly with the working group and signed by the head and (or) co-leader of the working group, who is not a representative of the responsible federal executive body, with a table of disagreements to the project office. The project office forwards the received materials to the working group and interdepartmental working group.

7. The draft road map received by the interdepartmental working group is considered at the next meeting in order to make a decision on the advisability of sending it for approval to the Government Commission for Economic Modernization and Innovative Development of Russia, and on sending the project for examination to expert organizations in the event of lack of approval of the project the responsible federal executive body, the Ministry of Science and Higher Education of the Russian Federation or an interested federal executive body (hereinafter referred to as the executive bodies) and the need for its revision.

8. Expert organizations conduct an examination of the draft “road map”, conclusions of the responsible federal executive body and send to the interdepartmental working group, within a period not exceeding 25 calendar days from the date of its receipt, the prepared expert opinion and materials submitted for the examination.

9. Based on the results of consideration at the next meeting of the interdepartmental working group, within a period not exceeding 10 calendar days, the interdepartmental working group prepares a draft decision and, with the attachment of the draft road map, as well as the received expert opinions, sends it for consideration to the Government Commission for Economic Modernization and innovative development of Russia.

10. After approval by the Government Commission for Economic Modernization and Innovative Development of Russia, the road map is considered ready for implementation.

11. The implementation of “road maps” is carried out in the form of projects, the development, selection and implementation of which are carried out in accordance with the Regulations of the Decree of the Government of the Russian Federation of April 18, 2016 N 317 “On the implementation of the National Technology Initiative”.

The implementation of “road maps”, the activities of which ensure the implementation of other “road maps” and are aimed, among other things, at creating conditions and mechanisms for the financial support of other “road maps” and the development of the intellectual property market, may not be carried out in the form of projects.

For regulatory and legal support for the implementation of “road maps” in the manner determined by the Government of the Russian Federation, action plans (“road maps”) are developed and implemented to improve legislation and eliminate administrative barriers in order to ensure the implementation of the National Technology Initiative.

In order to implement the road maps, individual activities may also be carried out in accordance with the decisions and instructions of the Government of the Russian Federation.

12. Based on the results of monitoring the implementation of projects for the purpose of implementing “road maps”, provided for by the Regulations on the development, selection, implementation and monitoring of projects for the purpose of implementing action plans (“road maps”) of the National Technology Initiative, the head and (or) co-leader of the working group, the project office and (or) the autonomous non-profit organization "Agency for Strategic Initiatives to Promote New Projects" may take the initiative to hold a meeting of the interdepartmental working group to resolve issues arising in the process of implementing the road maps, including to consider the issue of making changes into existing road maps.

13. Taking into account the results of monitoring projects in order to implement road maps, as well as taking into account the current economic situation In order to justify the formation of financial support for “road maps” from budgetary and extra-budgetary sources, the interdepartmental working group can initiate changes to the “road maps”.

14. Preparation and approval of changes made to the road maps are carried out by working groups in the manner established for the development of draft road maps.

I. General provisions

1. These Regulations establish requirements for the development, selection, implementation and monitoring of projects in order to implement action plans ("road maps") of the National Technology Initiative, approved by the Government Commission for Economic Modernization and Innovative Development of Russia (hereinafter referred to as the projects of the National Technology Initiative, " road maps").

2. Projects of the National Technology Initiative represent a system of interrelated activities aimed at implementing the directions of the “road maps”, as well as achieving goals, target values ​​of indicators and significant test results implementation of road maps.

3. The grounds for preparing projects of the National Technology Initiative for the purpose of implementing road maps are:

a) the impossibility of implementing the directions of the “road map”, achieving its goals and significant control results without implementing the corresponding project of the National Technology Initiative, including those providing for the improvement of the regulatory legal framework in the field of implementation of the “road map”, or activities as part of the project of the National Technology Initiative in acceptable deadlines through the use of the existing market mechanism;

b) fundamental novelty and high efficiency of technical, organizational and other measures necessary for the large-scale dissemination of progressive scientific and technical achievements and increasing production efficiency on this basis, and economic expediency supporting relevant activities;

c) the need to coordinate cross-sectoral connections, interdepartmental interaction or implement public-private partnership mechanisms to achieve the goals of the road maps.

4. Projects of the National Technology Initiative must meet the following requirements:

a) compliance of projects of the National Technology Initiative, their goals, objectives, expected results and target indicators, as well as activities within the projects of the National Technology Initiative with the goals, directions, indicators and significant control results of the “road maps”, taking into account the scientific and technical standards formed in the Russian Federation and technological groundwork;

b) compliance of the deadlines for the implementation of activities as part of the projects of the National Technology Initiative with the deadlines for the implementation of the directions of the “road maps”;

c) the presence of a description of the project management system of the National Technology Initiative, criteria for assessing the success of the implementation of projects of the National Technology Initiative and their completion, an indication of those responsible for the implementation of projects of the National Technology Initiative;

d) the validity of the form of providing support for projects of the National Technology Initiative and its volume (if necessary, in the context of activities within the projects), as well as the requirements for its recipients;

e) the existence of a justification for the feasibility of implementing a National Technology Initiative project or an event implemented within the framework of a National Technology Initiative project by certain individuals and (or) legal entities, taking into account ensuring the timeliness and completeness of the implementation of goals, objectives, expected results and target values ​​of indicators of National Technology Initiative projects or the presence of a proposal to select such persons on a competitive basis;

f) the availability of funds from extra-budgetary sources provided for the implementation of projects of the National Technology Initiative, which involve the provision of support in the amount of at least 30 percent of the total amount of funds provided for the implementation of the relevant projects of the National Technology Initiative, as well as the availability of information on the mechanisms for attracting them or justification for deviations from specified size. If the required amount of support for a National Technology Initiative project with funds from the federal budget exceeds 500 million rubles, funds from extra-budgetary sources must be provided in the amount of at least 50 percent of the total amount of funds provided for the implementation of the relevant projects of the National Technology Initiative;

g) availability of a description of the National Technology Initiative project in accordance with the appendix and supporting materials for the specified National Technology Initiative project.

5. The supporting materials for the draft National Technology Initiative, sent to obtain opinions from federal executive authorities, include the following information:

a) grounds for preparing projects of the National Technology Initiative for the purpose of implementing “road maps” in accordance with paragraph 3 of these Regulations;

b) information on the compliance of the National Technology Initiative project with the goals and directions of the corresponding “road map”, including an assessment of the impact of the implementation of the National Technology Initiative project on achieving the planned values ​​of target indicators and significant control results of the “road map”;

c) information about the participants in the National Technology Initiative project, including those responsible for its implementation, and about their functions, as well as the rationale for determining the participants in the National Technology Initiative project responsible for its implementation, and (or) a description of the procedure for conducting a competitive selection of these participants and conditions for such selection;

d) information about the mechanisms for managing the project of the National Technology Initiative, including the participation, functions and powers of representatives of the project office in such projects;

e) description of groups of activities as part of the National Technology Initiative project;

f) information on the volume of financial support for the implementation of the National Technology Initiative project from extra-budgetary sources and mechanisms for attracting them;

g) justification for the need to support the implementation of the National Technology Initiative project, indicating the form of support in accordance with paragraph 17 of these Regulations, the source of financial support for support in accordance with paragraph 16 of these Regulations, as well as the required amount of support, including with the involvement of funds from the federal budget;

h) information about the potential risks of implementing the National Technology Initiative project and mechanisms for minimizing them;

i) information on the criteria for making a decision on the adjustment and completion of the National Technology Initiative project;

5.1. The supporting materials for the National Technology Initiative project, the executor and the recipient of support for which are determined based on the results of competitive procedures, include information and information provided for in subparagraphs “c”, “d” and “f” of paragraph 5

5.2. In the supporting materials for the National Technology Initiative project, for which funding is not requested from subsidies for the implementation of National Technology Initiative projects, the data and information provided for in subparagraph "g" of paragraph 5 of these Regulations are not included.

6. When forming projects of the National Technology Initiative aimed at creating, developing and promoting advanced technologies, products and services that ensure priority positions for Russian companies in emerging global markets in terms of carrying out research and development work, working groups for the development and implementation of action plans (" road maps") of the National Technology Initiative (hereinafter referred to as the working groups) it is recommended to provide for participation in the specified projects of the National Technology Initiative of educational organizations of higher education and scientific organizations.

7. The development of projects for the National Technology Initiative is carried out with organizational, technical, expert-analytical and information support from an organization vested with the functions of the project office of the National Technology Initiative (hereinafter referred to as the project office), after submitting to the project office the information and materials necessary for the development of the National Technology Initiative project initiatives by legal entities that are initiators of projects of the National Technology Initiative.

The project office forwards projects of the National Technology Initiative for consideration to working groups, as well as for consideration to the project committee of the National Technology Initiative (hereinafter referred to as the project committee), the composition of which is approved by the interdepartmental working group for the development and implementation of the National Technology Initiative under the Government Commission for Economic Modernization and Innovation development of Russia (hereinafter referred to as the interdepartmental working group).

Projects are reviewed at meetings of working groups, including being checked by working groups for compliance with the requirements established by paragraph 4 of these Regulations. The results of the consideration of the project by the working group are documented in the minutes of the meeting of the working group, which are sent to the project committee for consideration when considering the project.

The project committee, taking into account the minutes of the meeting of the working group specified in paragraph three of this paragraph, makes a decision to recognize the project as ready for implementation, provided that it meets the requirements of subparagraphs “a”, “b”, “d” and “e” of paragraph 4 of these Regulations and sending it to the project office for the purpose of examination and selection, as well as other decisions in accordance with the regulations on the project committee.

8. Guidelines according to the description of projects of the National Technology Initiative are developed by the project office taking into account the description in accordance with the application and are subject to approval by the interdepartmental working group.

II. Selection of National Technology Initiative projects

9. Within a period not exceeding 5 working days from the date the project committee made a decision to recognize the National Technology Initiative project as ready for implementation and send it to the project office, the project initiator or one of the co-leaders of the working group sends a cover letter to the project office with a description of such the project, supporting materials, minutes of the meeting of the project committee, which formalized the specified decision.

If the co-leader of the working group is the head (deputy head) of the responsible federal executive body, the draft of the National Technology Initiative is sent to the project office with the conclusion specified in paragraph 11 of these Regulations attached.

9.1. The project office, within a period not exceeding 5 working days from the date of receipt of the National Technology Initiative project, checks the design and completeness of the received documents and materials for compliance with the requirements established by paragraphs 4 and the Regulations, as well as the description of the project provided for in the appendix to this Regulation, and makes one of the following decisions:

a) on organizing an examination of the National Technology Initiative project in accordance with the procedure for conducting examination and forming conclusions on National Technology Initiative projects for selection purposes, approved by the interdepartmental working group (hereinafter referred to as the procedure for conducting the examination), including consideration of the draft National Technology Initiative by the expert council of the National Technology Initiative initiatives, the composition and regulations of which are approved by the interdepartmental working group (hereinafter referred to as the expert council);

b) on sending the draft of the National Technology Initiative to the project initiator for revision.

9.2. The project office sends the draft of the National Technological Initiative for the preparation of conclusions to the responsible federal executive body and to the Ministry of Science and Higher Education of the Russian Federation no later than the day following the day the project office made a decision to organize an examination of the project of the National Technological Initiative.

9.3. The project office sends the National Technology Initiative project to society with limited liability"VEB-Innovations" (hereinafter referred to as the "VEB-Innovations" society) to obtain an opinion on the possibility of financing the National Technology Initiative project by the state corporation "Development Bank and foreign economic activity(Vnesheconombank)" (hereinafter referred to as Vnesheconombank) and (or) another legal entity included in the Vnesheconombank group of companies, if the National Technology Initiative project provides for the launch and (or) scaling of innovative production and the required amount of support for the National Technology Initiative project exceeds 500 million rubles, no later than the day following the day the project office made a decision to organize an examination of the National Technology Initiative project.

Submission of the National Technology Initiative project for the preparation of the conclusion specified in this paragraph is not required if this project has already been reviewed by VEB-Innovations and contains as part of the package of documents a conclusion on the possibility of financing the National Technology Initiative project by Vnesheconombank and (or) another legal entity a person belonging to the Vnesheconombank group of companies. Such a project is not sent to the National Technology Initiative for the preparation of conclusions specified in paragraphs 11 and these Regulations.

10. Conclusions of expert organizations are prepared in accordance with the procedure for conducting the examination, taking into account the requirements of paragraphs 3 and these Regulations.

11. Responsible federal executive authorities, within no more than 20 days from the date of receipt of the draft National Technology Initiative from the project office, ensure the preparation of a conclusion containing the following information (in terms of their competencies):

a) compliance of the National Technology Initiative project with the priorities and objectives of state policy;

b) the feasibility of implementing measures within the framework of the National Technology Initiative project, involving amendments to regulatory legal acts in the interests of implementing the relevant “road maps”;

c) information about the presence of activities within the National Technology Initiative project that coincide in content, implementation time, form of support, type of expenses or composition of performers with the activities provided for government programs Russian Federation;

d) information about support through other tools to support activities similar to those proposed for implementation within the framework of the National Technology Initiative project;

e) the validity of the volume of requested support for projects of the National Technology Initiative;

11.1. The conclusion of the responsible federal executive body on projects, the contractor and recipient of support for which are determined based on the results of competitive procedures, does not contain the information specified in subparagraph “e” of paragraph 11 of these Regulations.

11.2. For projects aimed at developing the ecosystem of the National Technology Initiative, the development of new road maps, the introduction of new mechanisms for the development of the National Technology Initiative (development projects), the conclusions of the responsible federal executive authorities and expert organizations are not required.

12. The Ministry of Science and Higher Education of the Russian Federation, within no more than 20 days from the date of receipt of the draft National Technology Initiative from the project office, ensures the preparation of a conclusion containing the following information:

a) compliance of activities as part of the National Technology Initiative project, involving the implementation of fundamental, search and applied scientific research and experimental design developments, priority areas for the development of science, technology and technology in the Russian Federation and the list of critical technologies of the Russian Federation, approved by Decree of the President of the Russian Federation of July 7, 2011 N 899 “On approval of priority areas for the development of science, technology and technology in the Russian Federation” Federation and the list of critical technologies of the Russian Federation";

b) the presence in the project of the National Technology Initiative of co-financing from extra-budgetary sources in accordance with subparagraph "e" of paragraph 4 of these Regulations, including for each year for projects involving the implementation of scientific research and development (with the exception of fundamental and exploratory research ), or the presence of a reasonable deviation of the corresponding indicator from the established minimum value;

c) not exceeding the requested volume of financial support for the National Technology Initiative project with funds from the federal budget above the limits of budget obligations for the implementation of National Technology Initiative projects approved in the prescribed manner by the Ministry of Science and Higher Education of the Russian Federation;

d) compliance of the project with the National Technology Initiative and its impact on achieving the goals and solving problems defined by the Strategy for Scientific and Technological Development of the Russian Federation, approved by Decree of the President of the Russian Federation of December 1, 2016 N 642 “On the Strategy for Scientific and Technological Development of the Russian Federation.”

12.1. VEB-Innovations Society, within no more than 20 days from the date of receipt of the draft National Technology Initiative from the project office, ensures the preparation and submission to the project office of a conclusion containing information about the compliance of the project with the National Technology Initiative:

requirements established by the relevant legal entity that is part of the Vnesheconombank group of companies for the provision of financing.

13. After receiving conclusions on the results of the examination of the project of the National Technology Initiative in accordance with the procedure for conducting the examination, the project office, within 5 working days from the date of receipt of these documents, makes one of the following decisions:

a) on sending the draft National Technology Initiative for consideration to the interdepartmental working group;

b) on the need to finalize the draft National Technology Initiative;

c) about the inappropriateness of supporting the implementation of the National Technology Initiative project.

13.1. If the decision specified in subparagraph "a" of paragraph 13 of these Regulations is made, the project office, no later than the day following the day the project office makes the corresponding decision, sends a draft of the National Technology Initiative with information on the maximum amount of budget allocations provided for by the federal law on the federal budget for the corresponding financial year and planning period, as well as the limits of budget obligations approved in the prescribed manner to the Ministry of Science and Higher Education of the Russian Federation for the implementation of projects of the National Technology Initiative, for consideration by the interdepartmental working group.

Finalization of the draft National Technology Initiative, its re-examination and consideration by the responsible federal executive body and the Ministry of Science and Higher Education of the Russian Federation, followed by submission to an interdepartmental working group for consideration, are carried out in accordance with paragraphs 9 - 13 of these Regulations.

The working group is allowed to correct inaccuracies, clerical errors and typos in the description of the project in accordance with the conclusions of the examination of the National Technology Initiative project, the conclusions of the responsible federal executive body and the Ministry of Science and Higher Education of the Russian Federation without conducting a re-examination of the National Technology Initiative project and consideration by the indicated federal executive authorities. The updated description of the project is signed by all co-leaders of the working group.

14. Projects of the National Technology Initiative that do not involve the provision of support and the preparation of regulatory legal acts do not require the preparation of opinions of federal executive authorities and expert organizations. Information about such projects of the National Technology Initiative is sent to interested federal executive authorities for information purposes.

15. The decision of the interdepartmental working group based on the results of consideration of the materials on the project of the National Technology Initiative submitted by the project office is made taking into account the results of the examination of the project of the National Technology Initiative in accordance with the procedure for conducting the examination, as well as the maximum amount of budgetary allocations provided for by the federal law on the federal budget for the corresponding financial year and planning period, and limits of budget obligations approved in the prescribed manner by the Ministry of Science and Higher Education of the Russian Federation for the implementation of projects of the National Technology Initiative.

Approval of the National Technology Initiative project by the interdepartmental working group based on the results of consideration of materials about the project submitted by the project office is the basis for the start of its implementation, including the direction of funds to support its implementation by the project office to project participants.

16. Support for the implementation of projects of the National Technology Initiative is provided through:

a) subsidies from the federal budget for the implementation of projects of the National Technology Initiative provided to the project office;

b) funds from development institutions for the implementation of projects of the National Technology Initiative;

c) other instruments provided for by state programs of the Russian Federation;

d) implementation of regulatory functions of executive authorities in the scope of the “road maps”.

17. Support for the implementation of projects of the National Technology Initiative is provided in the following forms:

a) expenses for providing grants to individuals and (or) legal entities who are participants in the National Technology Initiative project for carrying out research and development work;

b) expenses for payment of contracts for the provision of services within the framework of the implementation of projects of the National Technology Initiative;

c) payment for an additional issue of shares and (or) contribution to the authorized capital of business companies that are participants in the National Technology Initiative project;

d) contributions to non-profit organizations that are participants in the National Technology Initiative project;

e) expenses for the acquisition and provision for use of individuals and legal entities who are participants in the National Technology Initiative project, scientific and other equipment, intellectual rights (technologies, software), not taken into account on the balance sheet of the project office;

f) reimbursement of part of the costs of paying interest on loans received by individuals and (or) legal entities that are participants in the National Technology Initiative project in Russian credit institutions and (or) Vnesheconombank.

17.1. Financial support for the implementation of projects of the National Technology Initiative in the forms provided for in paragraph 17 of these Regulations, and organizational, technical and expert analytical support, information support the development and implementation of National Technology Initiative projects can be carried out by the project office or the National Technology Initiative Project Support Fund established by the project office, at the expense of the contribution made by the project office to the said fund, from the subsidy funds specified in subparagraph “a” of paragraph 16 of these Regulations.

17.2. Vnesheconombank finances projects of the National Technology Initiative on a repayable basis under the conditions and in the manner established by the Memorandum of financial policy state corporation"Bank for Development and Foreign Economic Affairs (Vnesheconombank)", approved by order of the Government of the Russian Federation dated July 27, 2007 N 1007-r, as well as the regulation on credit policy Vnesheconombank, approved by the authorized management body of Vnesheconombank.

17.3. Support for the implementation of an event as part of a National Technology Initiative project through a subsidy provided to the project office from the federal budget for the implementation of National Technology Initiative projects cannot be carried out if the event in terms of content, types of expenses and composition of performers coincides with the event for the implementation of which previously funds were provided funds from other subsidies or budgetary investments from the federal budget.

III. Monitoring the implementation of projects of the National Technology Initiative

18. The autonomous non-profit organization "Agency for Strategic Initiatives to Promote New Projects", the head and (or) co-leaders of the working group, the project office, the responsible federal executive body, if necessary, can take the initiative to hold a meeting of the interdepartmental working group to resolve issues arising in the process of implementing projects of the National Technology Initiative.

19. The project office monitors the implementation of projects of the National Technology Initiative (hereinafter referred to as monitoring), which is a system of measures aimed at assessing the effectiveness of the implementation of projects of the National Technology Initiative, taking into account:

a) completeness and timeliness of implementation of projects of the National Technology Initiative and the key control points contained therein;

b) the degree of achievement of goals, implementation of tasks and achievement of expected results of projects of the National Technology Initiative, as well as the impact on the achievement of goals, significant control results and target indicators of the implementation of road maps;

c) achievement as a result of the implementation of projects of the National Technology Initiative of goals, planned values ​​of target indicators or deviation of their achieved values ​​from the target level;

d) actual costs for the implementation of projects of the National Technology Initiative, including in relation to the established target value;

e) assessing project risks and the completeness of risk management measures.

20. Monitoring is based on information on the relationship between actual and planned costs for the implementation of projects of the National Technology Initiative, on the implementation of key control points of projects of the National Technology Initiative, implementation of tasks and achievement of target indicators received from participants in projects of the National Technology Initiative, as well as on information on results expert assessment implementation of projects of the National Technology Initiative.

21. The procedure for monitoring and managing changes to projects of the National Technology Initiative (hereinafter referred to as the monitoring procedure), including a description of methods for conducting expert assessment of the implementation of projects of the National Technology Initiative and the procedure for making changes to projects of the National Technology Initiative, is developed by the project office and approved by the interdepartmental working group.

21.1. During the monitoring of projects of the National Technology Initiative, the project office, in case of identifying risks of reducing the efficiency of project implementation, taking into account the criteria provided for in paragraph 19 of these Regulations, or other criteria determined by the Ministry of Science and Higher Education of the Russian Federation in agreement with the interdepartmental working group, has the right to make a decision on suspension of the implementation of projects of the National Technology Initiative and (or) suspension for a period of no more than 6 months of support for the implementation of such projects.

21.2. At the end of the period provided for in paragraph 21.1 of these Regulations, taking into account the measures taken by participants in the National Technology Initiative projects to eliminate identified risks, the project office makes the following decisions:

a) on the resumption of the implementation of projects of the National Technology Initiative and (or) the resumption of support for the implementation of such projects;

b) on submitting for consideration to the interdepartmental working group the issue provided for in paragraph 23 of these Regulations.

22. The project office annually submits monitoring results to the interdepartmental working group.

The interdepartmental working group considers the monitoring results at a meeting in the first quarter of the year following the reporting year.

23. Based on the results of monitoring by the working group, the responsible federal executive body, the Ministry of Science and Higher Education of the Russian Federation or the project office, the issue of making changes to the projects of the National Technology Initiative and (or) suspending or terminating support for the implementation of such projects is submitted to the interdepartmental working group for consideration . The basis for submitting this issue to the interdepartmental working group is:

a) incomplete or untimely implementation of projects of the National Technology Initiative, including due to circumstances beyond the control of the actions of participants in the implementation of projects of the National Technology Initiative;

b) deviation of the achieved values ​​of target indicators from the target level;

c) deviation of actual costs for the implementation of projects of the National Technology Initiative from the established ones planned value;

d) loss of relevance of the goals and objectives of the projects of the National Technology Initiative, taking into account circumstances not related to their implementation;

e) the absence in the federal budget for the next financial year and the planning period of budgetary allocations for state support of projects of the National Technology Initiative;

f) significant risks of projects of the National Technology Initiative, measures to minimize which require additional resources or time.

24. The interdepartmental working group makes decisions to approve changes to the draft National Technology Initiative in terms of its name, goals, target values ​​of indicators, key control points, recipients, volume and form of support for the implementation of the National Technology Initiative project through subsidies provided from the federal budget for the implementation of projects of the National Technology Initiative (including the distribution of the total amount of support by year), the amount of co-financing from extra-budgetary sources (only if it is reduced), performers of activities within the framework of the National Technology Initiative project, determined in the description of the project without a competitive mechanism.

providing subsidies from the federal budget for the implementation of projects in order to implement action plans ("road maps") of the National Technology Initiative

With changes and additions from:

1. These Rules establish the procedure and conditions for the provision of subsidies from the federal budget to an organization vested by the Government of the Russian Federation with the functions of the project office of the National Technology Initiative (hereinafter referred to as the recipient of the subsidy), for financial support (including reimbursement) of the costs of implementing projects in order to implement action plans (“road maps”) of the National Technology Initiative (hereinafter referred to as “road maps”) and to provide information, organizational, technical and expert analytical support for the implementation of the National Technology Initiative (hereinafter referred to as subsidies).

2. The terms used in these Rules mean the following:

"National Technology Initiative projects"- projects for the purpose of implementing road maps, approved by the interdepartmental working group for the development and implementation of the National Technology Initiative under the Government Commission for Economic Modernization and Innovative Development of Russia in accordance with the Regulations on the development, selection, implementation and monitoring of projects in order to implement action plans ( "road maps") of the National Technology Initiative, approved by Decree of the Government of the Russian Federation of April 18, 2016 N 317 "On the implementation of the National Technology Initiative";

"performance indicators"- indicators characterizing the level of achievement in the reporting period financial year target values ​​of indicators and key control points of projects of the National Technology Initiative.

3. Subsidies are provided for financial support (including reimbursement) by the recipient of the subsidy for the implementation of projects of the National Technology Initiative in order to create, develop and promote advanced technologies, products and services that provide priority positions Russian organizations in the emerging global markets, including by gradually improving the regulatory framework in order to remove barriers to the use of advanced technological solutions and create a system of incentives for their implementation, improving the education system to meet the future personnel needs of dynamically developing companies, scientific and creative teams participating in creating new global markets, developing a system of professional communities and popularizing the National Technology Initiative within the framework of road maps.

The subsidy is provided on the basis of a subsidy agreement concluded by the Ministry of Science and Higher Education of the Russian Federation and the recipient of the subsidy in accordance with the standard form established by the Ministry of Finance of the Russian Federation (hereinafter referred to as the agreement).

Subsidies are also provided for financial support of information, organizational, technical and expert-analytical support for the implementation of the National Technology Initiative, including reimbursement from subsidies of the specified costs (part of the costs) provided for by the areas of costs, the source of financial support of which are subsidies, actually incurred from own funds before the conclusion of the agreement, in the presence of documents confirming payment of the costs incurred (part of the costs) and provided for by the agreement within the limits of budgetary obligations approved in the prescribed manner to the Ministry of Science and Higher Education of the Russian Federation for financial support of information, organizational, technical and expert-analytical support for implementation National Technology Initiative.

Subsidy funds can be sent by the recipient of the subsidy to the Project Support Fund of the National Technology Initiative, established by the project office, in the form of a property contribution for financial support (including reimbursement) of costs for the purposes specified in paragraphs one and three of this paragraph.

4. Subsidies are provided by the Ministry of Science and Higher Education of the Russian Federation within the limits of budgetary allocations provided for by the federal law on the federal budget for the corresponding financial year and planning period, and the limits of budget obligations communicated in the prescribed manner to the Ministry of Science and Higher Education of the Russian Federation as the recipient of the funds federal budget for the purposes provided for in paragraph 1

to ensure control over the achievement of target values ​​of indicators of the National Technology Initiative projects specified in description of projects of the National Technology Initiative;

to spend subsidies exclusively within the framework of concluding contracts (agreements) providing for the achievement by participants of National Technology Initiative projects of the corresponding target values ​​​​of indicators of National Technology Initiative projects provided for in their descriptions;

f) the procedure and deadlines for submitting reports on expenses, the source of financial support for which are subsidies established by the Ministry of Science and Higher Education of the Russian Federation;

g) the procedure, forms and deadlines for submitting reports on the fulfillment of the conditions for the provision of subsidies (including the terms of the agreement), performance indicators, a report on the implementation of the action plan provided for in the annex to the Rules for the development and implementation of action plans ("road maps") of the National Technology Initiative, approved by Decree of the Government of the Russian Federation dated April 18, 2016 N 317 "On the implementation of the National Technology Initiative", which includes key control points for the implementation of the National Technology Initiative project, the dynamics of indicators and the amount of extra-budgetary investment funds, including the amount of attracted borrowed money and payments for raised funds, and a report on the results of the implementation of the National Technology Initiative project;

Appendix, and for the return of the subsidy to the federal budget in case of violation of the goals and conditions of its provision based on the results of inspections carried out by the Ministry of Science and Higher Education of the Russian Federation and the authorized bodies of the state financial control, as well as in case of failure to achieve target values ​​of indicators and key control points of projects of the National Technology Initiative in accordance with paragraph 13 of these Rules;

k) the right of the Ministry of Science and Higher Education of the Russian Federation to terminate the agreement unilaterally in the event of failure to achieve performance indicators within 12 months of implementation of the National Technology Initiative project;

m) prohibition of the acquisition of foreign currency using funds received from the federal budget, with the exception of transactions carried out in accordance with currency legislation

p) indication in contracts, agreements, agreements concluded as part of the execution of the agreement, conditions providing for:

establishing responsibility for the alienation by recipients of support - participants in the National Technology Initiative project, the implementation of which is supported through subsidies, of exclusive rights to the results of intellectual activity created through the support provided to foreign legal entities, as well as Russian legal entities, share foreign participation in the authorized capital of which is more than 50 percent (hereinafter referred to as the alienation of exclusive rights to the results of intellectual activity to a foreign jurisdiction), namely:

return by recipients of support - participants in the National Technological Initiative project of actually provided support funds in the event of alienation of exclusive rights to the results of intellectual activity to a foreign jurisdiction no later than 5 working days from the date of said alienation;

obligation of recipients of support - participants in the National Technology Initiative project to pay, in the event of alienation of exclusive rights to the results of intellectual activity to a foreign jurisdiction, penalties in an amount determined as a percentage of the amount of funds to be returned for each day of the period between the date of provision of funds state support and the date of their return based on the key rate of the Central Bank of the Russian Federation in force in the corresponding period, simultaneously with the return in accordance with paragraph three of this subparagraph of the actually provided support funds.

b) the recipient of the subsidy has no overdue debt to return subsidies to the federal budget, budget investments provided, including in accordance with other legal acts, and other overdue debt to the federal budget;

c) the recipient of the subsidy is not in the process of reorganization, liquidation, or bankruptcy;

d) the recipient of the subsidy is not a foreign legal entity, as well as a Russian legal entity, in the authorized (share) capital of which there is a share of participation of foreign legal entities, the place of registration of which is a state or territory included in the list of states and territories providing funds approved by the Ministry of Finance of the Russian Federation preferential tax regime taxation and (or) not providing for the disclosure and provision of information when conducting financial transactions(offshore zones) in relation to such legal entities, in the aggregate exceeds 50 percent;

Legislation of the Russian Federation on taxes and fees;

8. The documents specified in paragraph 7 of these Rules (hereinafter referred to as documents) are bound, numbered and signed by a person authorized to act on behalf of the subsidy recipient. The recipient of the subsidy is responsible for the accuracy of the documents submitted to the Ministry of Science and Higher Education of the Russian Federation in accordance with the legislation of the Russian Federation.

The date of submission of documents is considered to be the date of their receipt by the Ministry of Science and Higher Education of the Russian Federation. In case of submission incomplete set documents or documents containing incomplete information or improperly executed, the documents are returned to the subsidy recipient within 10 working days from the date of their receipt (indicating the reasons for the return).

11. The subsidy is transferred to accounts opened by territorial bodies of the Federal Treasury in institutions Central Bank Russian Federation for accounting of transactions with funds of legal entities (their separate divisions), non-participants budget process, no later than the 2nd working day after the recipient of the subsidy submits payment documents for payment to the territorial body of the Federal Treasury monetary obligation recipient of the subsidy.

12. The assessment of the effectiveness of the use of the subsidy by the recipient of the subsidy is carried out by the Ministry of Science and Higher Education of the Russian Federation based on the results of the full financial year.

13. In case of failure by the recipient of the subsidy in the reporting financial year to comply with the goals and conditions for the provision of subsidies and (or) obligations to ensure the achievement of target values ​​of indicators and key control points of projects of the National Technology Initiative:

a) more than 10 percent - the subsidy recipient is subject to penalties aimed at collecting funds provided to the subsidy recipient, the calculation of the amount of which is provided for in the appendix to these Rules;

b) more than 30 percent - the subsidy is subject to recovery in the federal budget in the amount of funds actually used to financially support the implementation of projects of the National Technology Initiative for which target values ​​and key control points are not achieved in reporting year by more than 30 percent, in accordance with the budget legislation of the Russian Federation, without additional application of penalties.

14. If during inspections it is established that the goals and conditions for the provision of subsidies have not been observed, the corresponding funds are subject to return to the federal budget in the manner established by the budget legislation of the Russian Federation, within 10 working days from the date the recipient of the subsidy receives the corresponding requirement of the Ministry of Education and Science of the Russian Federation and (or) the authorized body of state financial control.

15. In case of failure to comply with the requirements stipulated by paragraph 13 of these Rules, the Ministry of Science and Higher Education of the Russian Federation, within 30 working days from the date of establishing the fact of non-compliance with the goals and conditions of the subsidy, sends the relevant information to Federal Treasury and the Ministry of Finance of the Russian Federation to make a decision on the return of the relevant Money to the federal budget in the manner prescribed by the budget legislation of the Russian Federation.

16. It is prohibited to purchase at the expense of a subsidy foreign currency, with the exception of operations carried out in accordance with the currency legislation of the Russian Federation during the purchase (supply) of high-tech imported equipment, raw materials and components.

18. Information on the amount and timing of transfer of subsidies is taken into account by the Ministry of Science and Higher Education of the Russian Federation when forming a forecast of cash payments from the federal budget, necessary for drawing up a cash plan for the execution of the federal budget in the prescribed manner.

19. Ministry of Science and Higher Education of the Russian Federation and authorized bodies state financial control is carried out mandatory checks compliance by the recipient of the subsidy with the goals, procedure and conditions for providing the subsidy established by these Rules and the agreement.

20. The recipient of the subsidy annually submits to the Ministry of Science and Higher Education of the Russian Federation, no later than the 30th working day following the reporting year, a report on the expenses of the subsidy recipient, the source of financial support for which is the subsidy, and a report on the achievement of performance indicators for the provision of the subsidy.

If the subsidy recipient fails to submit such reports within the specified period and (or) if the subsidy recipient fails to achieve the subsidy performance indicators, the subsidy recipient shall pay a fine to the federal budget within 10 working days from the date of receipt of the corresponding requirement of the Ministry of Science and Higher Education of the Russian Federation.

The amount of penalties based on information about project indicators for the implementation of action plans ("road maps") of the National Technology Initiative (hereinafter referred to as projects), approved by the interdepartmental working group for the development and implementation of the National Technology Initiative under the Government Commission for Economic Modernization and Innovative Development of Russia (hereinafter referred to as the interdepartmental working group), the achieved value of which is lower than the planned value (A), is determined by the formula:

n is the number of project indicators approved by the interdepartmental working group, the achieved value of which is below the target value;

N is the total number of project indicators approved by the interdepartmental working group;

The value of the i-th project indicator, approved by the interdepartmental working group, achieved in reporting period;

Target value of the i-th project indicator, approved by the interdepartmental working group, established for the reporting period;

V is the amount of federal budget funds actually used during the reporting period to provide financial support for the implementation of projects.

NTI and technological development

Technology development, support for high-tech companies, building a favorable environment for start-ups, rapid implementation and commercialization of new developments are necessary factors for creating a competitive economy of the country.

To achieve this goal, RVC uses a wide range of tools to support technological entrepreneurship, ranging from financing scientific research and development (including facilitating the training of relevant highly qualified specialists) to providing venture investments in later stages. In its activities, RVC JSC also promotes and develops tools venture financing as a form of government support for innovation.

The priority technological areas that the company focuses on correspond to (but are not limited to):

  • thematic areas of NTI road maps;
  • "end-to-end" digital technologies of the national program " Digital economy Russian Federation”, ensuring digital transformation of priority sectors of the economy and social sphere, including the educational sphere;
  • technologies related to the implementation of the Strategy for Scientific and Technological Development of the Russian Federation (SNTR), including in such areas as biomedicine, energy, advanced production technologies, new materials, development of microelectronics and component base.

Support for technological entrepreneurship is provided by RVC in the context of mega-projects of state innovation policy, such as the National Technology Initiative (NTI), the Digital Economy program and, possibly, other future projects and programs, taking into account the directions and objectives of the Strategy for Scientific and Technological Development of the Russian Federation.

Educational programs

Companies competing for leadership in global high-tech markets will have minimum requirements for quantity and maximum requirements for the quality of personnel. In 5-10 years, it is necessary to form in Russia a new wave of technological entrepreneurs, engineers, and inventors who will be able to create technologies and products in new markets and withstand global competition. RVC participates in the creation and implementation educational programs and courses on technological entrepreneurship, supports the NTI Circle Movement, participates in the organization of the NTI Olympiad and the 20.35 University.
