For the first time, the concept of “national technological initiative” was used in the report of the Minister of Education and Science of the Russian Federation at a meeting of the presidium on economic modernization and innovative development in September 2014. Priorities

The Russian government is developing the NTI concept in pursuance of the instructions of the President of the Russian Federation. The so-called new production technologies were identified, which should become the engine of development. They are expected to be used to create a domestic system for designing, modeling and automating the work of knowledge-intensive industries. The minutes of the presidium meeting in September 2014 contained a list of technologies that should receive support within the NTI framework. Among them:

  • SafeNet.
  • HealthNet.
  • AeroNet.

  • NeuroNet.

One of the indicators by which one can assess the potential of a state's leadership in the development of production technologies is the number of patent documents it has published. The absolute championship in this indicator belongs to China. Almost half of all patents issued as of 2015 were in China. Russia is not in the top 10 for this indicator. The Russian Federation accounts for only 0.18% of the global number of documents protecting new technological solutions. Foreign technology companies register 4 times more patents in Russia than residents.

Risks and criticism of the project

The implementation of NTI in the Russian Federation is associated with the following problems:

  • The patent portfolio of Russian residents is hundreds of times smaller than that of the leading countries in new production technologies. Among them are countries such as China, USA, Japan and South Korea.

Leadership in the intended areas of NTI requires extraordinary efforts. The new ones undoubtedly have enormous potential for economic development, but there are significant problems in implementing the planned program. Their solution requires a long-term orientation. The Agency for Strategic Initiatives (ASI) oversees the development of roadmaps (action plans) and forms working groups from representatives of the state, business, researchers and developers.

Prospects for NTI

In February of this year, the Government of the Russian Federation issued decree No. 255-r, according to which almost RUB 8.5 billion will be allocated to support NTI projects in 2017 (and taking into account the transfer from the previous period - RUB 12.5 billion). These funds are allocated to the implementation of road maps (₽8.46 billion), to the needs of NTI centers at universities (₽2 billion) and to the Fund for Assistance to the Development of Small Enterprises in the Scientific and Technical Sphere (Bortnik Fund, ₽2 billion).

  • “digital certification”, based on thousands of virtual tests of both individual components and the entire system as a whole.

In order to Digital factories were harmoniously integrated into the formed Digital economy , it is necessary to comprehensively solve a number of problems:

  • in the field of education, research and development: formation of applied master's degrees (the new principle is “training while performing real R&D”, training of “engineering special forces”), conducting current problem-oriented R&D, developing key competencies in engineering centers of universities, in competence centers and engineering companies, in innovative companies of small and medium business;
  • formation of a digital ecosystem as infrastructure- creation of “testing grounds” as centers for assembly, testing and effective application of advanced multidisciplinary and cross-industry technologies and the formation of world-class competencies;
  • in the field of “normative regulation”: improvement of institutional conditions in the field of standardization and certification of new materials, products and products, we note, with increasing volumes of “digital certification” based on virtual tests, which meets the best practices of world leaders.

As part of the first phase, it is proposed to simultaneously create three test sites:

It was this experience that served as the basis for successful implementation together with the lead contractor FSUE NAMI project “Unified modular platform” (project “Cortege”), within which, and in fact, within the framework of the Digital Factory concept, many approaches, advanced technologies and unique competencies that I spoke about earlier were applied.

It was the formed Digital Factory that ensured that in June 2016, on the first attempt (!), the highest score (!) for passive safety was obtained during testing of the sedan at an independent test site (!) in Berlin. But to obtain such a result “almost from scratch”, in 1.5 years, fundamentally new approaches of “simulation-based design” were developed and applied for the first time, during which about 30,000 target indicators and restrictions were simultaneously taken into account, thousands of virtual tests based on the developed unique “smart” models, for the first time “digital working design documentation” was fully developed, and finally, “digital certification” was completed in accordance with global requirements.

Priority activities for the implementation of the road map in 2017-2019:

    Launch of test sites, including on the basis of the Institute of Advanced Manufacturing Technologies of St. Petersburg Polytechnic University and on the basis of NPO Saturn;

Meeting of the Presidium of the Council under the President of the Russian Federation for Economic Modernization and Innovative Development of Russia

Session dedicated to the potential of senior educational institutions during the implementation of the National Technology Initiative (NTI), was conducted by the Chairman of the Government of the Russian Federation D.A. Medvedev. The meeting took place at Peter the Great St. Petersburg Polytechnic University.

Forum of strategic initiatives dedicated to the formation of the concept of long-term socio-economic development of Russia until 2035

- Long-term comprehensive program to create conditions for leadership Russian companies in new high-tech markets that will determine the structure of the global economy in the next 15–20 years.

Principles

  1. The National Technology Initiative differs significantly from other Russian ones national projects their principles, so familiarity with them plays an important role in understanding the entire program.
    First, this program brings together people, not organizations. NTI is initially built as a broad coalition action, involving the formation project teams from technology entrepreneurs, representatives of leading universities and research centers, large Russian business associations, development institutions, expert and professional communities, as well as interested executive authorities.
  2. Secondly, from the point of view of development and promotion, NTI includes new global high-tech markets, the struggle for leadership in which will take place over the horizon of the next 20 years in the process of digitalization of the world economy. It is in these areas that talented Russian technology entrepreneurs have the greatest chance of success. Given the current global situation, an attempt to catch up with world leaders in already established markets or to use their business models for a Russian-speaking audience has been recognized as futile.
  3. Thirdly, a significant role in the program is assigned to companies with the “NTI gene” - teams of talented like-minded people who are able to effectively cope with global technological challenges, which is why, from an educational point of view, the priority focus is on the advanced training of talented researchers, engineers and entrepreneurs in the field of activity NTI.
  4. Fourthly, from the point of view of science and technology, the program is aimed at creating a real scientific and technical foundation in our country in the areas of NTI, and not at turning government grants into formal reports.
  5. Fifthly, the state is not the leader in this program, determining the logic of strategic maneuver in new markets. This function is assigned to domestic high-tech businesses, companies with the “NTI gene.” The state takes part here as a service organization, helping high-tech businesses accelerate the pace of their development in promising directions both domestically and in global markets. In addition, NTI, being a national program, does not deny the need international cooperation, but on the contrary - supports this direction of work. Cooperation with international partners is the key to the success of domestic high-tech companies in the world of global technology.

NTI Matrix

For domestic high-tech companies, the NTI matrix works on the snail principle (or on the spiral principle) - companies working on global markets NTI can develop and use promising technologies together with the Russian scientific community and companies from related fields of activity, replenish their staff with talented specialists prepared in advance by the state for promising NTI markets, and also take advantage of a whole range of government services adapted to the needs of NTI companies.

This approach will allow us to unite the efforts of representatives of business, the scientific and educational community, the state, international partners and the entire society in the interests of developing new high-tech sectors of the domestic economy.

Resolution of April 18, 2016 No. 317. A mechanism for interaction between participants in the development of road maps and projects of the National Technology Initiative is being established. Requirements for the content of documents, sources and forms of support for project implementation, conditions for providing a subsidy and its return in case of failure to achieve established targets, and the obligations of the subsidy recipient are determined. OJSC Russian Venture Company is assigned the functions of the project office of the National Technology Initiative. The project office provides management, organizational, technical and expert analytical support, information and financial support development and implementation of “road maps” and projects of the National Technology Initiative.

Prepared by the Ministry of Education and Science in pursuance of the list of instructions of the President for the implementation of the Address to the Federal Assembly (No. Pr-2821 of December 5, 2014, subparagraph 29 of paragraph 1) regarding the development and implementation of the National Technological Initiative (hereinafter referred to as NTI).

NTI is a long-term interdepartmental public-private partnership program to promote the development of new promising markets based on high-tech solutions that will determine the development of the global and Russian economy in 15–20 years.

The system of “road maps”, which are implemented in the form of NTI projects, has been defined as the main tool for the implementation of NTI.

The signed resolution, in particular, approved:

Rules for the development and implementation of action plans (“road maps”) of the National Technology Initiative (hereinafter referred to as the Rules for the development of NTI “road maps”);

Regulations on the development, selection, implementation and monitoring of projects in order to implement action plans (“road maps”) of the National Technology Initiative (hereinafter referred to as the Regulations on NTI projects);

Rules for the provision of subsidies from the federal budget for the implementation of projects in order to implement action plans (“road maps”) of the National Technology Initiative.

These documents establish a mechanism for interaction between participants in the development of road maps and NTI projects, define requirements for the content of documents, sources and forms of support for project implementation, conditions for providing a subsidy and its return in case of failure to achieve established targets, and the obligations of the subsidy recipient.

The rules for the development of NTI “road maps” determine that after approval by the Presidium of the Council under the President of Russia for Economic Modernization and Innovative Development of Russia (hereinafter referred to as the Presidium), the “road maps” are considered prepared for implementation.

The regulations on NTI projects establish a mechanism according to which the implementation of projects and financing is carried out after their approval by the interdepartmental working group for the development and implementation of the National Technology Initiative under the Presidium.

IN federal budget for 2016, 8 billion rubles are allocated for the implementation of key NTI roadmap projects.

OJSC Russian Venture Company is vested with the functions of the NTI project office, which provides project management, organizational, technical and expert analytical support, information and financial support for the development and implementation of NTI road maps and projects.

The NTI project office is the recipient of a subsidy provided by the Russian Ministry of Education and Science for the implementation of NTI projects. These funds will be allocated to participants implementing specific projects.

The decisions taken are aimed at developing promising markets for high-tech products.
