One of these is the city of Shchekino, located in the Tula region and founded in 1870 as a village, and in 1938 received the status of a city. 1955 was a landmark year for the city - a chemical enterprise was put into operation on its territory, which became a city-forming plant for the area. Later the enterprise will be called Shchekinoazot. Currently, Shchekinoazot occupies a worthy place among the leading Russian enterprises that are successfully operating, including in the global markets of chemical raw materials and products. United Chemical Company (hereinafter UCC) Shchekinoazot is actively involved in the implementation of regional programs industrial development. The effective management technologies used in the company have been highly appreciated by clients and partners. Shchekinoazot has always served as a base for the implementation of the latest achievements of Russian chemical science. The above determines the relevance of this article, within the framework of which I would like to consider the role of JSC Shchekinoazot in the city’s economy. And for this it is necessary: ​​to briefly present an overview of the economy of the city of Shchekino; identify the main economic aspects of the development of JSC Shchekinoazot; determine the role of JSC Shchekinoazot in the development of the city. This article is based on the study of a wide range of literature, both on the history of the city of Shchekino, as well as the study of individual materials provided by the company JSC Shchekinoazot itself.

Shchekinsky district is one of the most developed in industrial sector economy of the region. According to 2014 data, in terms of industrial production it ranked 4th among municipalities Tula region. In economic terms, the Shchekinsky district is attractive for a number of factors: strategically successful geographical location(distance from Moscow - 200 km, from Tula - 23 km); highly developed industry and Agriculture; developed banking infrastructure (branches of nine federal and regional banks operate in the region); concentration of modern qualified workers and engineering personnel. Main city-forming enterprises Shchekino region are: JSC Shchekinoazot; CJSC "Stalinvest"; LLC "SCA Hygin Products Russia"; New project CJSC "KIP - Tula Industrial Park", which involves the creation of production infrastructure for the location of industrial enterprises and the construction of the residential sector. As for small businesses, they make up a significant part of the region's economy. Economic activity carried out by 798 small enterprises, 16 medium enterprises and 2445 individual entrepreneurs. About 15 thousand people are employed in the field of small and medium-sized businesses, which is 30% of the economically active population in 2014.

It is necessary to say a few words about agricultural development. In the Shchekinsky district there are the highest indicators for grain and milk production in the Tula region. The dominant enterprises in the Shchekino agro-industrial complex (hereinafter agro-industrial complex) are: Lazarevskoye PH LLC; LLC "Plemzavod "New Life"; LLC "Plava"; CJSC Nikolskoye, which directs investments to the purchase of modern equipment, breeding livestock, and the construction of granaries.

Let's move on to consider the formation and main milestones of the development of the Shchekinoazot enterprise. After the end of the Great Patriotic War 1941-1945 the country needed energy resources, but there were no open gas fields, while in the Tula region, in the Shchekinsky district, there were large deposits of brown coal. It was decided to process coal into artificial gas and supply it to Moscow via a gas pipeline. So in 1955, an enterprise arose in Shchekino, initially as a plant for the production of household gas for the needs of Moscow. In May of the same year, the first products were received: household gas, sulfuric acid, phenols, coal tar. The redevelopment of the enterprise into a chemical plant for the production of mineral fertilizers began in March 1959, and in October 1961 the first 247 tons of synthetic ammonia were produced. In 1966, construction was completed and large-scale production of caprolactam, a raw material for the textile industry, was launched. This production consists of six technological workshops and is the largest in the enterprise.

At the end of the 60s of the 20th century, the Shchekino Chemical Plant initiated a unique economic experiment, known in the history of the USSR and in the world as the “Shchekino Method,” which was held under the motto: “Less personnel - more products.” As is known, the decisive condition for increasing production output, increasing national income and increasing material well-being on this basis is the constant increase in productivity and quality of labor in the national economy. It was for this purpose that in 1967, at the Shchekino Chemical Plant, a remarkable labor initiative was born, known in our country and far beyond its borders. The creative experiment of the Shchekino chemists has become generally recognized, has stood the test of time, and has confirmed its effectiveness and promise as a fact. The essence of the economic experiment, which has grown into a method of work, can be considered as increasing the interest of workers, engineers and employees in increasing production volumes, increasing labor productivity and reducing the number of personnel through additional material incentives through fund savings wages as a result of a decrease in the number of employees.

Looking ahead, we note that the method in question did not remain in history, but is still used today. The number of employees of the company decreased in 2014 compared to 2013 by 85 people, although it was planned to reduce the number of company employees by 60 people. While labor productivity increased turnover, which may indicate the effectiveness of this method. Taking into account that labor productivity is equal to the ratio of total output to total number workers, we can calculate labor productivity for one month for the enterprise for 2013, 2014. Thus, compared with actual labor productivity in 2013, actual labor productivity in 2014 increased by 23.6%, and compared with the planned 2014. - by 0.2%. We see that the number of personnel has decreased, but labor productivity, on the contrary, has increased. This is due to the use of the “Shchekino phenomenon”. The main directions of organizational and technical measures accompanying the considered method: material and moral stimulation of labor; workplace rationalization; combining professions, expanding service areas and tightening the working day; strengthening labor and production discipline; mechanization of labor-intensive work and automation of production processes; centralization of support services; comprehensive training and advanced training of personnel.

Returning to the second half of the 20th century, it is worth summarizing the “experimental period” of 1967-1975. So, this time turned out to be the most fruitful and convincing, since the potential opportunities inherent in the workforce and the means of mechanization of many types of work were used: the volume of production increased by 2.6 times; labor productivity - 3.4 times; 1,379 people were released from existing production facilities; wage fund saved - 7934.0 thousand rubles; 3895.1 thousand rubles were spent on additional payments. . Particularly noteworthy are such indicators as wage costs per ruble of marketable products. If in 1966 they were 13.9 kopecks, then in 1975 - 5.2 kopecks, and the cost was 70 kopecks. It is clear from this that the wages of workers could have been increased at least twice, but this could not be done. Planned system demanded to be equal to the weighted average level of remuneration. During this period, capital productivity increased by 37.4 percent. All technical and economic indicators in the plant’s activities have also improved.

It is obvious that the economic experiment has gone beyond the scope of the initial task, which provided only for reducing the number of personnel by establishing additional payments to workers for increasing the amount of labor invested. In addition, it became a tool for intensifying production and improving the economic mechanism at one of the leading enterprises in the chemical industry. The experiment crossed the boundaries of work experience and officially became known as the Shchekin method. Many authors call it an economic phenomenon, unique, and reward it with other positive epithets. I believe that such an assessment is accurate and correct. And it will not be an exaggeration to say that for the entire period of development of our economy, such collective creativity was carried out for the first time. By the way, glorious traditions and a highly professional team have always been and remain the main pride of the company. The scale of the method, the courage, and the justified production risk are difficult to overestimate. There was nothing for show, everything was reflected in practical activities. Although on the other hand, it seems that no miracle happened. It’s just that the plant was given a certain independence of economic and social development and labor stimulation.

The success of the enterprise, of course, did not go unnoticed. For the successful development and implementation of measures for the rapid growth of labor productivity and production volume while simultaneously reducing the number of personnel, eight workers were awarded the State Prize in 1971. Also for great success in fulfilling the task of the Eighth Five-Year Plan, the Shchekino Chemical Plant was awarded the Order of Lenin in February of the same year . And after four years, on April 25, 1975, by the Decree of the Council of Ministers of the USSR, the chemical plant was transformed into the Shchekino Azot Production Association.

What next awaited the enterprise on the path of its rapid development? And then a difficult period followed not only for him, but also for the economy of the USSR as a whole - the 80-90s of the 20th century. In the early 90s of the 20th century, namely in February 1993, Azot underwent changes and was renamed OJSC Shchekinoazot. It should also be noted that in 1999, the Efremov Chemical Plant, producing sulfuric acid, became a branch of the company. Innovations followed with the transition to the third millennium. In 2007, JSC Shchekinoazot introduced a quality, environmental, health and safety management system that meets the requirements of international standards ISO 9001, ISO 14001 and OHSAS 18001. The functioning of the integrated management system ensures effective management organizational, commercial and technical activities of the enterprise and guarantees the fulfillment of the requirements of customers and all interested parties.

On modern stage development of the enterprise, the development and implementation of a food safety management system is underway in accordance with the requirements international standard FSSC 22000 (ISO 22000 + PAS 220) in the production of carbon dioxide used for the production of carbonated drinks. The company has not received any justified complaints about product quality from consumers for more than eight years. The quality of the following products produced at the enterprise: crystalline caprolactam, technical grade A methanol, gaseous and liquid carbon dioxide corresponds to highest level quality established by the program " Russian quality", which is confirmed by diplomas of the All-Russian Quality Organization (VOK). In November 2011, a new methanol production plant "M-450" was put into operation. Its capacity is: methanol - 450 thousand tons per year; caprolactam - 58 thousand tons per year ; ammonium sulfate - 160 thousand tons per year; carbon dioxide - 80 thousand tons per year KFK - 80 thousand tons per year. At the beginning of 2013, the installation of concentrated low-methanol formalin - KMMF - was put into operation at the industrial site of JSC Shchekinoazot. -60. This unit is the result of technical re-equipment of the equipment of the unit for the production of hexamine, built in the early eighties and then stopped and mothballed.

The basic design of the KMMF installation with a capacity of 60 thousand tons per year was developed by I&PE, Slovakia, working documentation carried out by JSC GIAP, Grodno. PSK Shchekinoazot LLC was chosen as the general contractor for the construction. Project documentation, both for linking the installation to the existing networks of the site, and detailed drawings of the newly manufactured equipment, were developed by specialists from the design bureau of JSC Shchekinoazot. All equipment is practically in full, with the exception of one absorption column, was manufactured in the repair production of Azot. Since the second half of December last year, individual tests have been carried out on the reconstructed formaldehyde unit, followed by a comprehensive run-in of the equipment. In 2013, according to the modernization plan, another one was introduced new process- processing of excess formaldehyde into urea-formaldehyde concentrate. To implement this project, the internal coatings of formaldehyde storage tanks were improved, the tanks were equipped with automatic heating, and more powerful pumps were installed to supply urea solution.

It should be noted that the company is a major exporter of products to Western and of Eastern Europe and CIS, Asia, USA and Latin America. Export volume accounts for about 70% of the company's sales. The high quality of products and their assessment by consumers are confirmed by the awards received: the 21st Century Quality Mark, the Russian Quality Mark, the titles of “Best Russian Exporter” and “Best Exporter of the Tula Region in the CIS Country”, a medal and diploma of the national award “Golden Mercury 2012”.

So, the city of Shchekino is promising in the economic aspect for a number of indicators: geographical, resource, financial. In the development of the Shchekinoazot enterprise, two conventional periods can be distinguished. The first begins with the founding of the enterprise in 1955 and continues until the 90s. XX century - this is a time of powerful, dynamic development production; one of the factors for this was the successful implementation of the Shchekino method, the essence of which was to increase labor productivity by simultaneously reducing the number of workers. The second stage covers the period from the end of the 20th century. and continues today, this period is characterized by stable positive dynamics in the development of the enterprise; The company uses the time-tested Shchekin method. With regard to determining the role of Shchekinoazot OJSC in the city’s economy, we can conclude the following: firstly, from the moment the enterprise was founded, it became one of the main city-formers in the Shchekino region; secondly, it provides a large number of jobs for residents of the city and region; thirdly, UCC Shchekinoazot, not limiting itself to the framework of a separate federal subject of the Tula region, presents its products on both the Russian and world markets. Summarizing all of the above, we can conclude that JSC Shchekinoazot is an integral part of the economy of the city of Shchekino.
