Despite the favorable trends in improving the situation of children that have developed in last years, the following problems remain acute in the Moscow region:

  • relatively high risk poverty at the birth of children in large and single-parent families;
  • a significant number of families in need of improved housing conditions;
  • deviant behavior among teenagers;
  • difficulties in adaptation and integration of migrant families;
  • a significant proportion of children in need of special care from the state;
  • violence against children;
  • insufficient effectiveness of preventive work with dysfunctional families and children, the prevalence of the practice of deprivation of parental rights;

The severity of existing problems in the field of childhood urgently requires government bodies, local governments, and civil society in the Moscow region to take urgent, balanced and coordinated measures to improve the situation of children and their protection.

I. Introduction
According to the Universal Declaration of Human Rights, children have the right to special care and assistance. The Constitution of the Russian Federation guarantees state support for family, motherhood and childhood. By signing the Convention on the Rights of the Child and other international acts in the field of ensuring children's rights, the Russian Federation expressed its commitment to participating in the efforts of the world community to create an environment that is comfortable and friendly for children to live in.

The Russian Federation has adopted the National Strategy for Action in the Interests of Children for 2012-2017 (hereinafter referred to as the National Strategy). As part of the next stage of the country's socio-economic development, it is relevant to develop and adopt a document at the regional level - the Regional Action Strategy for Children for 2012-2017 (hereinafter referred to as the Regional Strategy).

The main goal of the Regional Strategy is to determine the main directions and objectives of the Kemerovo region's policy in the interests of children and the key mechanisms for its implementation, based on generally recognized principles and norms of international law.

In the last decade, ensuring a prosperous and protected childhood has become one of the main national priorities of Russia. The messages of the President of the Russian Federation to the Federal Assembly of the Russian Federation set tasks for developing a modern and effective state policy in the field of childhood. Problems of childhood and ways to solve them are reflected at the federal level in the Concept of long-term socio-economic development of the Russian Federation for the period until 2020, the Concept demographic policy Russian Federation for the period until 2025.

The implementation of long-term and medium-term target programs of the Kemerovo region for 2008-2013 “Culture of Kuzbass”, “Youth of Kuzbass. The child population continues to decline; over the last decade, stable negative trends have formed in the dynamics of the main parameters of children's health.

The number of disabled children, orphans and children left without parental care is decreasing at a low rate. The problems of teenage alcoholism, drug addiction and substance abuse are acute; suicide and attempted suicide by minors are of particular concern.

The region has developed “ Comprehensive plan measures aimed at reducing child mortality from external causes for 2011-2020.” which provide, including the implementation of a number of preventive measures to reduce child mortality from suicide.

When carrying out preventive work, the resources of municipal educational institutions are used for children in need of psychological, pedagogical and medical and social assistance.

There are 24 psychological, pedagogical, medical and social centers in Kuzbass (hereinafter referred to as the PPMS-center). Center specialists provide the necessary methodological assistance to teachers and psychologists of educational institutions, and conduct consultations with parents and minors. In the 2011-2012 academic year, two training seminars were held: “Prevention of suicidal behavior in children and adolescents” and a round table with representatives of the Department of Public Health.

In order to provide assistance to children, psychologists from educational institutions are conducting diagnostic work, special programs have been introduced to prevent child and adolescent suicides, stands have been set up indicating helplines, and information booklets and leaflets are being distributed among teenagers.

Development high technology, the country’s openness to the world community has led to the vulnerability of children from illegal content on the information and telecommunications network “Internet” (hereinafter referred to as the “Internet”), and aggravated problems associated with child trafficking, child pornography and prostitution.

According to Rosstat, in 2010 the share of low-income children under 16 years of age exceeded the Russian average poverty level. The most vulnerable are children aged from one and a half to three years, children from large and single-parent families and children of unemployed parents.

The scale and severity of existing problems in the field of childhood, emerging new challenges, the interests of the future of the country and its security urgently require government bodies of the Russian Federation, local governments, and civil society to take urgent measures to improve the situation of children and their protection.
1. Main problems in the field of childhood
Insufficient effectiveness of existing mechanisms for ensuring and protecting the rights and interests of children, failure to comply with international standards in the field of children's rights.

High risk of poverty when children are born, especially in large and single-parent families.

Prevalence of family dysfunction, child abuse and all forms of violence against children.

2. Key principles of the Regional Strategy
Realization of the fundamental right of every child to live and be raised in a family. In the Kemerovo region, conditions must be created to ensure respect for the rights and legitimate interests of the child in the family, timely detection of their violations and the organization of preventive assistance to the family and child, providing targeted support to families in need with children who find themselves in difficult life situations, and, if necessary, accepting measures to place children left without parental care in families of citizens.

Protecting the rights of every child. In the Kemerovo region, a system should be created to ensure a response to violations of the rights of every child without any discrimination, including diagnosing the situation, planning and taking the necessary set of measures to ensure compliance with the rights of the child and restore violated rights; legal education; providing rehabilitation assistance to every child who is a victim of abuse or criminal assault.

Maximizing the potential of every child. In the Kemerovo region, conditions must be created for the formation of a decent life prospect for every child, his education, upbringing and socialization, the maximum possible self-realization in socially positive activities.

Preserving the health of every child. In the Kemerovo region, measures should be taken aimed at creating in families and children the need for a healthy lifestyle, universal early disease prevention, the introduction of health-saving technologies in all areas of a child’s life, and the provision of qualified medical care in all situations.

Assistance technologies focused on developing the family’s internal resources, meeting the child’s needs and implemented with the support of the state. In the Kemerovo region, it is necessary to more widely introduce effective social work technologies that involve relying on people’s own activity, giving them the opportunity to participate in solving their problems along with specialists, and searching for non-standard economic solutions.

Particular attention to vulnerable categories of children. In the Kemerovo region, in all cases, special and sufficient attention should be paid to children belonging to vulnerable categories. It is necessary to develop and implement forms of work with such children that allow them to overcome their social exclusion and promote rehabilitation and full integration into society.

Ensuring professionalism and high qualifications when working with each child and his family. In the Kemerovo region, the formation and implementation of childhood policies should be based on the use of the latest scientific achievements, modern technologies, including in social sphere. It is necessary to provide conditions for high-quality training and regular professional development of personnel in all sectors that are in one way or another related to working with children and their families.

Partnership for the sake of the child. In the Kemerovo region, childhood policy should be based on social partnership technologies, public and professional expertise, and implemented with the participation of the business community, through the involvement of public organizations to a decision current problems related to ensuring and protecting the rights and interests of children. It is necessary to take measures aimed at creating open market social services, creation of a system of public control in the field of ensuring and protecting children's rights.

The regional strategy was developed for the period until 2017 and is designed to ensure the achievement of existing international standards in the field of children’s rights, the formation of a unified approach of government bodies of the Kemerovo region, local governments, civil society institutions and citizens to the determination of goals, objectives, areas of activity and priority measures for solving the most pressing problems of childhood.

The regional strategy was developed taking into account the Council of Europe Strategy for the Protection of Children's Rights for 2012 - 2015, which includes the following main goals: promoting the emergence of child-friendly services and systems; eliminating all forms of violence against children; guaranteeing children's rights in situations where children are particularly vulnerable; Decree of the President of the Russian Federation of June 1, 2012 No. 761 “On the National Strategy of Action in the Interests of Children for 2012-2017”, where the main directions are: family policy of child savings; accessibility of quality education and upbringing, cultural development and information security of minors; child-friendly health and justice; equal opportunities for children in need of special care from the state.

Participation in the implementation of the provisions of the said Strategy of the Council of Europe, current international treaties in the field of ensuring and protecting children’s rights and improving Russian legislation in accordance with generally accepted principles and norms of international law, will allow to harmonize Russia’s activities in protecting the rights and interests of children with the activities of the world community, will contribute to the dissemination of positive experience on the territory of the Russian Federation, including the Kemerovo region European countries and promotion of innovative Russian experience on the world stage, protecting the rights and interests of Russian children anywhere in the world.

The implementation of the Regional Strategy is planned to be carried out in the main directions enshrined in the National Strategy: family policy of child savings; accessibility of quality education and upbringing, cultural development and information security of children; child-friendly healthcare and healthy lifestyles; equal opportunities for children in need of special care from the state; creation of a system for protecting and ensuring the rights and interests of children and child-friendly justice; children are participants in the implementation of the National Strategy.

II. Family child savings policy
1. Brief analysis of the situation
The number of children in the Kemerovo region as of January 1, 2010 was 534,616 people. In 2011, 35,034 children were born (2010 – 36,370 children). In 2011 infant mortality decreased to 7.6 per 1000 births (in 2010 -8.3).

Large and single-parent families are characterized by the highest risks of poverty. The demand for affordable goods and services for children is not sufficiently satisfied.

The transformation of the family institution is accompanied by a high level of social dysfunction in families, which is associated with drunkenness and alcoholism, drug addiction, degradation of family and social values, and social orphanhood. In cases of untimely identification and failure to provide effective preventive assistance to families with children in the early stages, the main measures to protect the rights of the child are deprivation and restriction of parental rights.

Child abuse, including physical, emotional, and sexual abuse of children and neglect of their basic needs, is unacceptably widespread.

For 6 months of 2012, 103 crimes against sexual freedom and sexual integrity of minors were registered in the Kemerovo region (for 6 months of 2011 - 65 crimes).

Since 2010, an interdepartmental preventive campaign “Family” has been organized in the Kemerovo region. The goals of the action are: increasing the effectiveness of preventive work with dysfunctional parents; informing the population about the problems of child violence in families; prompt provision of social and rehabilitation assistance to minors who have suffered from violence or abuse in families.

During the “Family” campaign in September 2011, 280 dysfunctional parents were identified and registered, 140 materials were prepared and sent to the court for the deprivation of parental rights in relation to parents who evade raising their children.

In 2012, the interdepartmental preventive campaign will continue.


2. Main tasks
Reducing poverty among families with children and ensuring a guaranteed minimum income.

Increasing the availability and quality of social services for families with children, based on international standards children's rights and the Recommendations of the Committee of Ministers of the Council of Europe on children's rights and child- and family-friendly social services.

6. Measures aimed at preventing the removal of a child from the family and social orphanhood
Organization on an interdepartmental basis of a system for early detection of social disadvantage in families with children and comprehensive work with them to prevent family breakdown and deprivation of parents of parental rights (with the participation of social protection authorities, education, health care, employment services, commissions for minors and the protection of their rights, guardianship and trusteeship authorities) with proper coordination of the activities of all services in the field of family rehabilitation.

Ensuring unimpeded access for families with children to necessary social services, including through the development of specialized institutions for minors, rehabilitation centers for children and adolescents with disabilities, centers for social assistance to families and children, centers for psychological and pedagogical assistance to the population, emergency psychological assistance services " Helplines,” crisis departments for women with children, additional education institutions, recreation and health organizations for children.

There is a 24-hour helpline in the region that provides professional emergency anonymous psychological assistance. In accordance with the plan of a national information campaign to counteract cruelty in 2010, five cities of the Kemerovo region: Kemerovo, Novokuznetsk, Mariinsk, Leninsk-Kuznetsky, Mezhdurechensk were connected to a single all-Russian children's helpline number. Pupils of specialized institutions for minors in need of social rehabilitation are given unhindered access to existing landline telephones of the institutions.

III. Availability of quality education and upbringing, cultural development and information security of children
1. Brief analysis of the situation
The main problem of accessibility of preschool education for all categories of children is the shortage of places in preschool educational institutions. To increase the accessibility of preschool education for the population, it is necessary to develop all forms of preschool education, such as family kindergarten, early intervention service, lekotek, child play support centers and others, as well as the development of the non-state sector.

The priority in this area is to improve the quality of preschool education in order to ensure equal starting opportunities for children in primary school. At the stage of preschool education, the organization of psychological and pedagogical support for the family and increasing the competence of parents in matters of child upbringing and development are very important.

Ensuring the rights of citizens and state guarantees to receive public and high-quality free general education is one of the basic principles of state policy in the field of education. In order to implement the systemic tasks set within the framework of the national educational initiative "Our New School", by order of the Board of Administration of the Kemerovo Region dated July 20, 2011 No. 539-r, an action plan was approved for the modernization of general education in the Kemerovo region, aimed at implementing the national educational initiative “Our new school”, for the period 2011-2015. The conduct of the unified state examination continues to be improved, control over compliance with the established procedure for conducting examinations is being strengthened, and the quality of public awareness about the organization and results of examinations is improving. First of all, this concerns the public surveillance system, which has been introduced on a legislative basis since 2011. Currently, possible mechanisms for improving existing models for conducting a unified state exam are being studied through the development of information and communication technologies. Thus, in 2012 the region took part in testing electronic system testing in the exam in computer science and information and communication technologies, and in the exam in a foreign language - the oral component, as provided for by the federal component of the state educational standard.

At the same time, problems continue to grow, due to the unresolved nature of which the rights and interests of children in the education system are largely unrealized. These problems are:

Lack of places in preschool educational institutions, low level of quality of preschool education;

Low level of ethical, civil-patriotic, cultural and aesthetic development various categories children leads to the emergence of interethnic and interfaith tensions, xenophobia, discriminatory behavior of children and adolescents, aggressiveness, bullying of peers and other antisocial manifestations among teenagers.

The priority areas of social policy pursued by regional authorities in the Kemerovo region include overcoming child and adolescent neglect and crime. In municipalities and at the regional level, commissions on affairs of minors and the protection of their rights have created data banks on families and minors in a socially dangerous situation (hereinafter referred to as the data bank).

Creation and implementation of a regional educational program “Media Safety of Children and Adolescents” to teach children and adolescents of the Kemerovo region the rules of safe behavior on the Internet, prevention of Internet addiction, prevention of risks of involvement in illegal activities, pornography, participation in flash mobs. To implement Article 13 Federal Law dated July 25, 2002 No. 114-FZ “On countering extremist activities” the following measures were taken in the Kemerovo region. Creation of mechanisms for blocking information channels from the penetration of elements of criminal psychology, the cult of violence, and other outright antisocial tendencies and their corresponding paraphernalia into children and adolescents through media sources. The category of sites “Extremism” is filled with sites from the federal list of extremist materials of the Ministry of Justice. This service also provides protection against Internet resources containing pornography, aggression, racism, terrorism, obscenity, and drugs. Employees of the information and telecommunications service have created protection at the level of server equipment from unauthorized penetration, hacker attacks, as well as in order to preserve the information resources of school libraries.

Implementation of a system of monitoring studies on the issues of ensuring the safety of the educational environment of educational institutions in the Kemerovo region, as well as on issues of scientific, methodological and regulatory support for compliance with sanitary and hygienic requirements for the use of information and computer tools in the education of children. The database of categorized INTERNET FILTER resources is updated and updated around the clock - automatically from trusted sources, according to specified algorithms and expressions, as well as by the users themselves. Resources become available for public access only after verification by moderators from the expert commission. On the INTERNET FILTER program website, users always have the opportunity to report a malicious resource, incorrect categorization of a resource, or draw the attention of our specialist to a particular site.

Creation of public mechanisms for the examination of Internet content for children in the Kemerovo region. INTERNET FILTER cooperates with organizations that deal with issues of child safety on the Internet (in particular, the “Safe Internet League”) and participates in meetings with working group Commissioner for Children's Rights in the Kemerovo Region (D.V. Kislitsina), also actively holds various competitions together with the Institute of Culture and Art of the Kemerovo Region in the field of development and disclosure of children's skills on the Internet.

Creation of portals and websites that accumulate information about the best resources for children and parents; encouraging parents to use the Parental Control service, which allows them to set restrictions on access to the Internet.

To be a support and protection, instilling confidence and restoring peace of mind - this is the first purpose of the family.

The Russian Federation has adopted the National Strategy of Action in the Interests of Children for 2012-2017 (Decree of the President of the Russian Federation V.V. Putin dated June 1, 2012 No. 761 “On the National Strategy of Action in the Interests of Children for 2012-2017”). The Government of the Russian Federation adopted Order No. 1916-r dated October 15, 2012 “On the plan of priority activities until 2014 to implement the most important provisions of the National Strategy of Action in the Interests of Children for 2012-2017.”

The national strategy provides for all areas of state support: family policy of child savings; accessibility of quality education and upbringing, cultural development and information security of children; child-friendly healthcare and healthy lifestyles; equal opportunities for those in need of special care; creation of a system for protecting and ensuring the rights and interests of children and child-friendly justice.

In accordance with the Decree of the President of the Russian Federation, drafts of the Regional Action Strategy for Children in the Moscow Region for 2013–2017 and the Plan of Priority Actions for the Implementation of the Regional Action Strategy for Children in the Moscow Region for 2013–2014 have been developed.
The draft Regional Strategy and Plan were formed taking into account the proposals of bodies and institutions operating in the field of protecting the rights of families and children, preventing neglect, homelessness and juvenile delinquency

The main task of the Regional Strategy is to determine the main directions and tasks of the activities of bodies and institutions of the Moscow region in the interests of children, the key mechanisms for its implementation, taking into account the objective situation in the field of protecting the rights of family and childhood in the Moscow region, based on generally recognized principles and norms of international law.

The modern social situation of children is determined by many factors. The most significant of them are health, education, attitude towards children, towards the family, access to social services, the presence of a comfortable and friendly environment for children to live in, favorable conditions for development and socialization, material well-being.

Despite the favorable trends in improving the situation of children that have developed in recent years, the following problems remain acute in the Moscow region:

  • a relatively high risk of poverty when children are born in large and single-parent families;
  • a significant number of families in need of improved housing conditions;
  • deviant behavior among teenagers;
  • difficulties in adaptation and integration of migrant families;
  • a significant proportion of children in need of special care from the state;
  • violence against children;
  • insufficient effectiveness of preventive work with dysfunctional families and children, prevalence of the practice of deprivation of parental rights
  • negative impact on minors of computer technologies, uncontrolled content of the Internet information and telecommunications network and publications in the media.

The severity of existing problems in the field of childhood urgently requires government bodies, local governments, and civil society in the Moscow region to take urgent, balanced and coordinated measures to improve the situation of children and their protection.

The protection of motherhood and childhood is among the most important priorities of the authorities and institutions of the Moscow region.

Over the past decade, a number of important legislative acts have been adopted in the Moscow region aimed at improving demographic situation, the provisions of families with children, including the protection of their health:

Law of the Moscow Region No. 1/2006-OZ “On measures of social support for families and children in the Moscow Region”, which provides for the service of providing infertile women with measures of social support in the form of free in vitro fertilization surgery;

Law of the Moscow Region No. 273/2005-03 “On commissions for minors and the protection of their rights in the Moscow Region”;

Law of the Moscow Region No. 10/2005-OZ “On the prevention of drug addiction and substance abuse in the Moscow Region”;

Law of the Moscow Region No. 26/2006-OZ “On the procedure for providing adequate nutrition to pregnant women, nursing mothers, and children under three years of age in the Moscow Region”;

Decree of the Government of the Moscow Region dated 04.07.2007 No. 488/23 “On approval of standards of material and monetary support for orphans and children left without parental care, located in medical institutions of the Moscow Region, as well as orphans and children left without care of parents under guardianship (trusteeship) in foster families, family-type orphanages in the Moscow region, under the age of 12 months”;

Long-term target program Moscow Region “Improving medical care for newborns, pregnant women and mothers in the Moscow Region for the period 2009-2012” (approved by Decree of the Government of the Moscow Region dated November 20, 2008 No. 1038/44);

Long-term target program of the Moscow region “Improving the demographic situation in the Moscow region for 2009 – 2012”;

Long-term target program of the Moscow region “Prevention and control of diseases of a social nature in the Moscow region for 2009-2012”, subprogram “Modernization of healthcare in the Moscow region for 2011-2012”;

Long-term target program of the Moscow region “Improving medical care for children, pregnant women and mothers in the Moscow region for the period 2013-2015” (approved by Decree of the Government of the Moscow Region dated August 28, 2012 No. 1057/32) and others.

These documents are necessary in order to purposefully carry out work on the prevention of social orphanhood, neglect, homelessness and juvenile delinquency, as well as to resolve family issues and the legitimate interests of children...

The projects contain proposals to support children in need of special care from the state, including in the areashealth and justice.In particular, the document provides for measures to prevent social orphanhood, develop family forms placement of orphans, improving the situation of children in institutions of the penitentiary system. The strategy includes the development of a network of social service institutions for the population, the opening of psychological and pedagogical courses for young parents, the provision of material support to citizens who have adopted orphans, the development special programs preparation for family life of pupils of boarding schools and orphanages. A lot of work is being done in the region to develop substitute families withthe goal of realizing the child’s right to live in a full-fledged family.

Now on the website of the Ministry of Education of the Moscow Region you can read both the text of the strategy and the plan for the near future. It is immediately clear that it was developed by people who perfectly see the most painful points in issues of childhood, and especially difficult childhood. It is already clear that the problem of orphanhood cannot be solved by adoption alone if more and more children are admitted to orphanages. Therefore, the main emphasis should be onsaving a family in a difficult life situation.

The immediate plans include training specialists working with children and families, preparing programs for psychological and pedagogical assistance to parents, relieving stressful situations, including “case management”, the method of network work, the “Active Support of Parents” method, etc.

The plan also mentions the most modern methods of social work: support services for “at-risk” families, local social services, mobile teams, crisis centers for children who have suffered from abuse, as well as for mothers with children to prevent child abandonment

Over the past decade, stable negative trends have emerged in the dynamics of the main parameters of children's health: a high level of morbidity in newborns, a low rate of decline in the number of disabled children, an increase in teenage alcoholism, drug addiction and substance abuse, and juvenile suicides are of particular concern.

By order of the acting governor of the Moscow region, Andrei Vorobyov, one of the priority areas for the development of the region is the modernization of healthcare. In particular, the construction of perinatal centers, intensive care centers for young children, the development of the material base of maternity hospitals in the Moscow region.

In the Moscow region, an annual Comprehensive Plan of Actions is being implemented aimed at preventing neglect, homelessness, drug addiction, substance abuse, alcoholism, suicide, unauthorized leaving and juvenile delinquency.

As a result of the measures taken, positive trends have emerged - an increase in the birth rate, a decrease in maternal, infant and child mortality, an increase in the availability of qualified medical care, including high-tech, an improvement in the socio-economic situation of families, an increase in the number of children placed in families who were left without parental care...

Also, over four years, the number of crimes committed by minors has decreased by 30%, the number of homeless people has decreased by 30%, and the number of homeless people has decreased by 50%. True, there are still problems that still need to be dealt with: there are difficulties with the adaptation of migrant families (more than 43 thousand migrant children are registered in the Moscow region), and the percentage of parents who are deprived of parental rights is increasing.

So, strengthening the health of children, supporting the institution of family, motivating residents of the region who want to become adoptive parents, especially for orphans with disabilities will become priority areas actions of public authorities in the Moscow region in the interests of children for 2012-2017.


An integral part of the National Strategy are the strategies (programs) of action in relation to children adopted in its development by the constituent entities of the Russian Federation, developed taking into account both general and special inherent this region childhood problems.

To achieve the goals set in the National Strategy, it is necessary to form consolidated budget in the interests of children.

The national strategy is planned to be implemented in two stages: the first in 2012 - 2014 and the second in 2015 - 2017.

The timing and main stages of implementation of the National Strategy must be agreed with budget process. The need to introduce a program-targeted principle of organizing activities federal bodies executive authorities, executive authorities of the constituent entities of the Russian Federation and local governments, as well as creating conditions for planning budget allocations in the interests of children according to new principles will require changes in the procedure for drawing up and approving budgets of the appropriate level and adjustments budget classification Russian Federation.

For the successful implementation of the National Strategy in modern economic conditions it is necessary to create an appropriate system of indicators for each area and organize constant monitoring of the effectiveness of ongoing activities. Functions for collecting and analyzing data on the implementation of program activities and the results obtained, as well as for developing necessary recommendations are assigned to the Government of the Russian Federation and Rosstat.

Based on constant monitoring of the implementation of the National Strategy, it is planned to adjust management decisions. Control over the effectiveness of the use of financial and other resources should be carried out by the Accounts Chamber of the Russian Federation, control and accounting bodies of the constituent entities of the Russian Federation and municipalities with the involvement of the public. As a tool financial control performance audit should be used, which involves independent assessment economic efficiency and the effectiveness of the activities carried out, their compliance with the goals set.

The mechanism for monitoring the implementation of the National Strategy is the annual analytical reports of the coordinating council formed under the President of the Russian Federation and alternative reports prepared by representatives of the public and the expert community with the participation of children.
